Public Comments <br />Location and Notification Map <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission review the attached materials, receive public <br />comments, and provide comments on the proposed project. <br />EXECUTIVE SUMMARY <br />The applicant proposes to annex four parcels, totaling 128.5 acres, hereafter referred to as the <br />'project site,' into City limits for the development of 33 detached, single-family residential lots, <br />including two lots to replace two existing homes in the northeastern portion of the project site, <br />and related on- and off-site improvements. The project would also include dedication of <br />approximately 70.3 acres of land to the East Bay Regional Park District (EBRPD) and <br />construction of an EBRPD staging area for public access to Pleasanton Ridge. The application <br />is being presented to the Planning Commission as a Work Session, providing the Commission <br />with an opportunity to review the project, hear public comment, and give direction to staff and <br />the applicant on a few key items. A list of discussion topics and questions are included in the <br />body of this report and in Exhibit A. No formal action will be taken on the application at this <br />time. <br />BACKGROUND <br />2008 Hillside Development Voter Measures <br />Measures PP and QQ <br />In the November 2008 general election, Pleasanton voters passed two initiatives: Measure PP, <br />the Save Pleasanton's Hills and Housing Cap' Initiative, and Measure QQ, the Pleasanton <br />Ridgelines Protection and Growth Control Initiative. Measure PP prohibits "grading to construct <br />residential or commercial structures... on hillside slopes of 25 percent or greater, or within 100 <br />vertical feet of a ridgeline." However, Measure PP provides an exemption for existing lots of <br />record2 and allows a maximum of 10 units on such properties. Measure QQ reaffirmed existing <br />policies and programs in the City's 1996 General Plan regarding the preservation of scenic <br />hillsides and ridge views. <br />The passage of Measure PP resulted in the addition of Land Use Element Program 21.3 to the <br />General Plan, which reads: <br />Ridgelines and hillsides shall be protected. Housing units and structures shall not be <br />placed on slopes of 25 percent or greater, or within 100 vertical feet of a ridgeline. No <br />grading to construct residential or commercial structures shall occur on hillside slopes <br />25 percent or greater, or within 100 vertical feet of a ridgeline. Exempt from this policy <br />are housing developments of 10 or fewer housing units on a single property.
