Task 3.2-Turnout and Well Water Quality Data Review <br /> Carollo will review and evaluate the turnout and well water quality data provided by the City.The evaluation <br /> will include the following: <br /> • Review of historical and current monitoring plans and water quality data.Carollo will review the data <br /> and identify data gaps relating to monitoring parameters and sample locations. <br /> • Carollo will develop a monitoring plan outlining water quality parameters for sampling,locations,and <br /> frequency. <br /> • Once the revised monitoring plan in implemented by the City,Carollo will evaluate water quality data <br /> collected and recommend adjustments to the monitoring plan as needed to collect the necessary data. <br /> • Carollo will evaluate chloramine decay at each turnout and well.This analysis consist of collecting <br /> samples at each location and monitoring chloramine decay for up to 7 days.Key parameters known to <br /> influence chloramine decay such as pH,TOC,chlorine to nitrogen ratio,chlorine and ammonia <br /> residuals,temperature,and bromide will be monitored.The data collected can be used as a baseline for <br /> estimating water age and the onset of nitrification in the distribution system.Carollo will provide a <br /> detailed sampling protocol to be used by the City.The City will conduct the sampling and provide the <br /> data to Carollo for analysis. <br /> Based on the data collected in Task 3.2,Carollo will provide recommendations for improvements to water <br /> quality(i.e.,optimal pH,chlorine to nitrogen ratio,and chloramine residuals)at the turnouts and wells for <br /> reducing nitrification in the distribution system. <br /> Task 3.3-Residual Control and Mixing System Evaluation—Foothill Tank <br /> For the Foothill Tank location, it is assumed that an integrated residual control and tank mixing system will <br /> be the primary improvement recommended to improve water quality leaving the tank.Carollo shall evaluate <br /> current technologies available for residual control and mixing suited to the geometry and inlet/outlet <br /> configuration of the Foothill Tank.It should be noted that without developing a hydraulic model of the City's <br /> distribution system, it is not possible to estimate the potential impacts to water quality beyond the limits of <br /> the tank in the distribution system. <br /> The evaluation shall review various technologies that automatically monitor and boost chloramine residuals <br /> to operator defined set points.The evaluation shall include a capital cycle cost and pros/cons comparison <br /> that includes ease of implementation(i.e., permitting,construction, etc.),ease of operation,and <br /> effectiveness/reliability based on actual installations. <br /> Anticipated meetings associated with this task include: <br /> • Site Visits to view installed and operating systems included in the evaluation.The City has already <br /> visited the UGSI Monoclor system in the City of San Jose,so a site visit for that system is not required. <br /> • Carollo will provide a list of five recommended facilities for the City to tour.It is also assumed that <br /> Carollo will not attend the site tours with the City. <br /> • Workshop—Review results of evaluation with city staff to obtain input/direction,prior to issuing <br /> recommendation for pilot test equipment. <br /> The City will provide the following information: <br /> • Preliminary proposal from UGSI for a Monoclor Residual Control System Pilot Test Trailer,sited at the <br /> Foothill Tank.This information shall be incorporated into the evaluation. <br /> 4 <br />
