each workshop as necessary. The data request and review will provide Carollo with key information
regarding the chlorine to nitrogen ratio leaving Zone 7's water treatment plants and entering the City's
system.
Task 2.0-Deliverables
1. Kickoff Meeting agenda and minutes.
2. Meeting agendas and meeting notes from the coordination meetings with Zone 7.
Task 2.0-Assumptions
1. Three(3)meetings will be conducted at the City's or Zone 7's office during the course of the
Project under this task.
2. Development of the meeting agendas will likely be an intra-agency collaboration with input from
Carollo.
3. Zone 7 will provide the water quality data requested by Carollo within two weeks.
Task 3.0- Nitrification Evaluation and Report
In addition to the testing required by the California State Water Resources Control Board, the City has
historically tested for nitrification once a week at six locations(referred to as special samples). The City's lab
also has an informal practice to perform nitrification tests at a sample location when that routine sample
shows abnormally low chlorine residuals.Historical testing has not regularly included monochloramine, total
ammonia,or free ammonia. As of October 2018,the City has implemented a new nitrification sampling plan
to support these project efforts and this information has been provided to Carollo.
Task 3.1-Distribution System Water Quality Data Review
Carollo will review and evaluate the distribution system water quality data provided by the City. The City will
also provide maps showing key items such as pressure zones, booster stations, storage reservoirs, existing
sample sites, existing flushing sites, and customer complaints.
The evaluation will include the following:
• Review of historical and current distribution system monitoring plans and water quality data.Carollo
will review the data and identify data gaps relating to monitoring parameters and sample locations.
Expected parameters for analysis at each site include pH,temperature, monochloramine, total
chlorine, free ammonia, and nitrite. The sample locations and frequency will be determined as part of
this task.Sample frequency will not be more frequently than weekly.
• Carollo will develop a monitoring plan outlining water quality parameters for sampling, locations, and
frequency.
• Once the revised monitoring plan in implemented by the City,Carollo will evaluate water quality data
collected and recommend adjustments to the monitoring plan as needed to collect the necessary data.
Based on the data collected in Task 3.1, Carollo will highlight problem areas for nitrification and provide
recommendations for a nitrification response. It should be noted that without developing a hydraulic model
of the City's distribution system, it is difficult to determine methods to reduce water age in the distribution
system.
3
