The tank mixing evaluation workflow and basic schedule is shown in the following figure. The schedule is
based on an assumed NTP of 2/15/19.
Task 3.4-General Distribution System Implementation Road Map
Carollo will review the Sycamore Tank and provide general recommendations for the installation of a residual
control system, mixing system, and other improvements. The analysis will only include the Sycamore tank and
no other tanks in the system. Based on the results of the sampling evaluation, Carollo will provide a high
level road map with recommendations for further pursuit at a later time. For example, the evaluation may find
areas where the City should consider pursuing an O&M type approach(i.e.,auto monitoring, increased flushing,
chlorine burn, etc.),or the evaluation may highlight potential upper zones that the City may prefer to continue
to more closely monitor and target in future efforts.Detailed analyses of upper zones is not included in this
scope of work and would be completed when the source water and lower zone mixing evaluation is complete.
Task 3.5 Nitrification Evaluation Report,Workshop, and Residual Control System Specification
Carollo shall prepare a draft report that documents the evaluation and findings of the nitrification evaluation
for review and comment by City staff.Carollo will submit a Draft report for City review and incorporate City
comments into the Final report.Carollo will facilitate a workshop to summarize findings of the Nitrification
Evaluation.
This task also includes the development of technical specifications to support the City's procurement of the
tank mixing equipment. The information would include technical specifications,a basic plan view drawing of
the pilot equipment, piping connections to the Foothill Tank, and all required utility connections. It is
assumed the City will lead the procurement process by developing the front-end specifications and lead the
procurement by answering questions during the bidding process.
Task 3.6—Selected O&M Approach Implementation Support(Optional Task)
Based on the results of Task 3.4, Carollo will provide additional evaluation of one selected O&M approach.
The outcome of this evaluation will provide guidelines for City implementation of the selected approach,or
provide on-going engineering support during the preparation and startup of the selected approach.Task
activities may include the development of specific elements, such as:development of hydraulic mixing
evaluation to be implemented by City staff, development of bench-testing protocol to support the
development of estimated water age at specific distribution system locations, modified distribution system
water quality monitoring plan, water quality triggers in targeted location(s)of the distribution system, set
point for distributed chemical metering systems, tank operational levels, areas of flushing, etc.
Task 3.0-Deliverables
1. Data request and recommended additional water quality sampling within the distribution system.
2. List of potential sites/residual control&mixing systems for the City to tour.
3. Recommended residual control and mixing system at the Foothill Tank. This recommendation will be
described in the Nitrification Evaluation TM.
4. Draft and Final Nitrification Evaluation TM.
5
