(*) Funding allocations for Abode Services' Rapid Re -Housing Program in FY 18/19 are unused <br />carry-over HOME and LIHF funds. <br />(**) Abode Services was the former administrator for the HOPE Street Outreach program for the last <br />three years. <br />(***) Funding allocations for Habitat for Humanity, the administrator for the City's Housing <br />Rehabilitation Program in FY 19/20 are recommended to be unused carry-over HOME and LIHF <br />funds, described in details below. <br />A description of the funding requests and recommendations, which would result in the allocation of <br />$266,910 ($171,605 in LIHF funds and $95,305 in HOME funds) for FY 2019/20, are as follows: <br />Abode Services / Tri -Valley Rapid Rehousing Program <br />Abode Services has applied for a total of $150,000 in HHSG funding for the Tri -Valley <br />Housing Rapid Re -housing Program (TVRRP) which would provide housing support <br />services and temporary subsidies to households who are homeless or at risk of <br />homelessness in Pleasanton. Of the total amount, $95,305 would be for rent subsidies <br />which are traditionally funded using federal HOME funds. The remaining funding requested <br />($54,695) would be for case management and related housing services and would be <br />eligible for funding through the LIHF as in the past. <br />CityServe of the TriValley /Homeless Street Outreach/Homelessness Prevention <br />CityServe has applied for $50,000 to provide street outreach services in Pleasanton to <br />individuals who are homeless, extremely vulnerable, and currently disconnected from <br />services. Abode Services was the former administrator for the HOPE Street Outreach <br />program for the last three years. The CityServe team has been working and will continue to <br />work closely with Pleasanton Police, City staff, and other service providers to identify people <br />who are homeless and on the street. The goal is to connect these persons with services <br />including health care and housing; thereby strengthening safety net services in Pleasanton <br />and empowering the City to better address the crisis of homelessness in a progressive and <br />effective manner. The CityServe team will also administer a homelessness prevention <br />program that will provide concerted efforts to keep Pleasanton residents from entering <br />homelessness. This program was funded last year using LIHF funds. <br />Community Resources for Independent Living (CRIL) / Housing & Independent Living Services <br />CRIL has applied for $16,025 in City LIHF funds to continue to provide independent living <br />and housing services to low and very low income Pleasanton residents with disabilities. <br />Staff plans to recommend continued financial support for CRIL's services. Staff plans to <br />recommend continued financial support for CRIL's services in the amount $15,000, which <br />was the same funding allocation in FY 18/19. <br />ECHO Housing / Housing Counseling Services <br />ECHO Housing has applied for $40,000 in City LIHF funds to continue to provide federally <br />required housing counseling and fair housing services to Pleasanton residents. The <br />agency, which provides important support and counseling services for persons seeking <br />housing options or persons at risk of losing housing, has received similar levels of support <br />in the past. Staff plans to recommend continued financial support for ECHO Housing's <br />services. <br />Page - 4 - <br />
