Commission has allowed staff to make these adjustments administratively provided that the <br />impact on individual projects (positive or negative) is not significant. Staff is seeking the same <br />authority for the coming year and will return to the HC if the HOME allocation is significantly <br />less (or more) than anticipated. [The same will be done with the Human Services Commission <br />regarding the federal CDBG allocation.] <br />In past years, the City has utilized its Lower Income Housing Fund (LIHF) to supplement the <br />CDBG (now HHSG) program to enable funding of several important housing -related services <br />that would otherwise be difficult to fund using the limited CDBG "public services" dollars. The <br />use of LIHF funds for the housing services activities is consistent with the policy for use of <br />LIHF that was adopted by the City Council in 1994. <br />Activities Recommended for LIHF & HOME Funding <br />As in prior years, staff is recommending the funding of "housing services" projects at a level <br />that is generally comparable to past funding levels.
