Habitat for Humanity/ Housing Rehabilitation Program <br />Habitat for Humanity (Habitat) is the City's Housing Rehabilitation Program (HRP) <br />administrator as of October 2016. Habitat was instructed not to submit a request for <br />additional funding for FY 2018/19 as it still had sufficient unused funds remaining from its <br />original contract beginning in October 2016 and extending through June 30, 2018. Habitat's <br />funding request of $150,000 will provide critical home repairs, paid for by grants or loans <br />from the City, to Pleasanton homeowners who are cost -burdened and economically <br />vulnerable. City staff is recommending to allocate $184,499.92 of carry-over funds from <br />FY2018/19. This results in a cost saving for the City. <br />Tri -Valley REACH/ Housing Preventative Maintenance and Repair 2019-2020 <br />Tri -Valley REACH has applied for $25,000 in order to complete maintenance repairs to <br />seven (7) single-family home properties providing affordable housing to fifteen (15) <br />extremely low-income adults with developmental disabilities. Staff plans to recommend <br />continued financial support for Tri -Valley REACH's maintenance and repair program in the <br />amount $12,000, which was the same funding allocation in FY 18/19. <br />Human Services Commission Action <br />As discussed earlier, the Human Services Commission reviewed the majority of HHSG <br />applications at its meeting of March 7th, 2019. The agenda report and attachments from the <br />HSC meeting are included as Attachment 2. Minutes from the meeting were not yet available; <br />however, the HSC's recommendation is summarized in Attachment 1. The HSC's <br />recommendation will be forwarded to the City Council for review and final action (along with <br />the HC's recommendations) on April 16, 2019. <br />March 21St Housing Commission Meeting Process <br />The Commission may request any or all of the agencies listed in Table 1 of this report to make <br />a presentation or answer any questions relating to their housing -related projects. After hearing <br />from the agencies and any other interested parties, the Commission will close the hearing, <br />discuss the applications, and formulate a funding recommendation for consideration by the <br />City Council. <br />The Commission's recommendation is tentatively scheduled to be reviewed by the City Council <br />(along with the recommendation from the Human Services Commission regarding CDBG and <br />City General Funds) on April 16, 2019. At that time, it is expected the Council will adopt a <br />resolution approving the funding plan for the City's HHSG program (as well as youth and civic <br />arts funding through the Community Grant program) for FY 2019/20. A finalized statement of <br />federal funding will be submitted to HUD by the required May deadline. FY 2019/20 HHSG <br />funds will be made available July 1, 2019. <br />Recommendation <br />Staff believes that the applications summarized in Table 2 and discussed above and <br />recommended for funding through the LIHF and HOME are useful and necessary housing <br />services that will provide unique and important benefits to Pleasanton residents and the <br />Pleasanton community. <br />Page - 5 - <br />
