DISCUSSION <br />As described in the attached Human Services Commission (HSC) agenda report included as <br />Attachment 2, the majority of the 27 grant applications were eligible for funding through the <br />main HHSG sources; CDBG (Community Development Block Grant) and City General Funds <br />(the human services category of the former City Grant program). However, as in the past, six <br />(6) of the applications for housing programs and services (with a total requested amount of <br />$431,025) were identified for funding through the other two HHSG funding sources — HOME <br />and LIHF. Copies of the HHSG applications were distributed with the February Housing <br />Commission agenda. The projects are listed below. <br />Table 1: <br />Summary of HOME and LIHF Eligible Projects <br />It is the Housing Commission's role to make funding recommendations regarding the use of <br />HOME and LIHF funds. This report provides background and a recommendation for the <br />Commission's consideration. The recommendations from both the Human Services <br />Commission and the Housing Commission will be forwarded for review and action by the City <br />Council on April 16, 2019. <br />Summary of Available Funding <br />The City receives an annual allocation of federal HOME funds through its membership in the <br />Alameda County HOME Consortium. The City has not yet received notification regarding its <br />allocation for FY 2019/20; however, the 2018/19 HOME allocation for projects was $129,198. <br />Therefore, staff is estimating that approximately $129,198 will be available for projects in FY <br />2019/20. When the final numbers are received, it may be necessary to make slight <br />adjustments to projects that are funded with these federal HOME dollars.
