BACKGROUND <br /> In 2008, the City purchased the Alameda County Transportation Corridor between <br /> Bernal Avenue and Stanley Boulevard with the goal of expanding the parking to an <br /> estimated total 429 parking spaces through the corridor, as well as maintaining the <br /> continuation of the Regional Trail system through Downtown Pleasanton. <br /> In 2011, the first parking lot expansion along the corridor between Neal Street and <br /> Spring Street was completed as part of the Firehouse Arts Center construction project, <br /> providing 91 parking spaces and a multi-use trail through the corridor. <br /> In April 2017, City Council approved the Downtown Pleasanton Parking Strategy and <br /> Implementation Plan that identified the transportation corridor between Bernal Avenue <br /> and Abbie Street as the "number one" priority for downtown parking. <br /> In 2017, City Council allocated $2.2 million dollars in the Capital Improvement Plan <br /> budget to design and construct the parking lot on Transportation Corridor between <br /> Bernal Avenue and Abbie Street. <br /> In 2018, City Council awarded a contract to HMH Engineers (HMH) to provide <br /> engineering and design services for the expansion of the existing parking lot in the <br /> corridor between Bernal Avenue and Abbie Street. Preliminary layouts were developed <br /> and reviewed to determine the layout of the parking lot. Project concept boards were <br /> developed, and meetings were held with all adjacent property owners to discuss the <br /> project and its impacts. Preliminary plans have been developed to fully understand what <br /> is feasible to build within the space and are presented here for review (see Attachment 1). <br /> On February 25, 2019, the preliminary plan was presented to the Bike, Pedestrian, and <br /> Trail Committee (BPTC) for their review and recommendation. <br /> DISCUSSION <br /> Design <br /> The City is expanding the existing parking lot on the transportation corridor between <br /> Bernal Avenue and Abbie Street to increase parking and connectivity to the downtown, <br /> and to implement the transportation corridor plan following the Firehouse Arts Center <br /> parking lot design elements. The proposed project will be similar to the Firehouse Arts <br /> Center parking lot which has a two-way drive aisle, a ninety-degree parking <br /> configuration on each side, a walk path and landscaping. This project will include a <br /> retaining wall, site lighting, a shared bike/pedestrian path, electric vehicle charging <br /> stations, drainage improvements, stormwater quality treatment, curb, gutter, asphalt <br /> pavement and striping. The proposed project will provide 140 parking spaces, or an <br /> additional 81 parking spaces more than the existing parking lot. As part of the project, <br /> landscaping and grading improvements are to be made to the existing Civic Park <br /> adjacent to the proposed parking lot to enhance the cohesiveness. <br /> Page 2 of 4 <br />
