6. Review and Recommend Approval of the Final Draft of the Trails Master Plan <br /> Mr. Gruber informed the Commission that City Staff and their consultant TrailPeople, <br /> have completed the Draft Trails Master Plan (TMP) and are asking the Commission <br /> to review and recommend its approval. He advised that in 1993 the City of <br /> Pleasanton prepared a community Trails Master Plan as a means of serving as a <br /> guide for future development of trails in Pleasanton, with it to be used as a planning <br /> tool to assist city staff when reviewing development plans. In 2017 the City began <br /> work with TrailPeople to update the Trails Master Plan that included creating a survey <br /> targeted to youth. <br /> Mr. Gruber and Randy Anderson from TrailPeople reviewed with Commissioners a <br /> PowerPoint presentation that highlighted some of the work and surveys that have <br /> been conducted during the past nine months. Mr. Gruber provided information about <br /> the process and public outreach conducted along with comparisons and results of <br /> Citywide and Youth Trail Surveys. <br /> Mr. Anderson commented on Objectives and Policies within the Plan including the <br /> Future Trail System. He also talked about Trail System Vision, Implementation, Trail <br /> Project Costs, Evaluation and Comparisons, Project Priority and Phasing, and <br /> Operation and Maintenance. Additional information provided included details about <br /> the total trail mileage for the City of Pleasanton, private public trails, EBRPD and <br /> Zone 7 maintained trails. <br /> Mr. Gruber noted that the Draft Trails Master Plan had been reviewed by the Bicycle <br /> Pedestrian and Trails Committee (BPTC) and they had recommended some minor <br /> changes. He noted comments on the Plan have already been received from the <br /> Bicycle, Pedestrian and Trails Committee, and after receiving comments from the <br /> Parks and Recreation Commission that the next steps will be to present the Draft <br /> Trails Master Plan to the Planning Commission, make final edits, then present to City <br /> Council for adoption sometime in March or April. <br /> Chairperson Bowers commented on the presentation that had been made to BPTC <br /> and questioned whether those comments had already been incorporated into the <br /> Draft Plan. Mr. Gruber advised that staff would be incorporating those comments <br /> after they have received comments from this Commission and the Planning <br /> Commission. <br /> Commissioner Fields commented on the difficulties she had reviewing things on the <br /> screen and was disappointed that members of the Commission had not been <br /> provided a printed copy for review. She stated that because of this she was not <br /> prepared to make a final judgment on the Draft Trails Master Plan.
