The <br /> above table shows no more than 14 children would be on site at one time. <br /> Per the applicant's project description, daily activities typically include free play, circle and <br /> music time, small and large group activities, and reading and math for TK-K students. Outdoor <br /> play times are generally scheduled for an hour in the morning (beginning around 10 a.m.) and <br /> an hour in the afternoon (beginning around 4 p.m.). <br /> The large family day care home would have a total of three staff members: the applicant, one <br /> full-time assistant, and one part-time assistant. The part-time assistant normally arrives at <br /> noon and stays for the afternoon. One of the staff members will be responsible for picking up <br /> TK-K and elementary school students from local schools after schools are dismissed in the <br /> afternoon. While one is doing pickups, the others would remain on premises to care for the <br /> children. The subject residence includes a two-car garage that would be reserved for use by <br /> the applicant and one of her assistants. The driveway would be made available for parents <br /> during drop-off and pick-up times. There are also two on-street spaces directly in front of the <br /> home that will be available to the part-time assistant and parents to park for drop-off and <br /> pick-up. <br /> ANALYSIS <br /> This section analyzes the project's compliance with PMC Section 18.124.370, which sets forth <br /> various standards for Large Family Daycare Homes. It also provides responses to the various <br /> issues raised by the appellant, some of which overlap with the topics addressed in the PMC's <br /> standards. <br /> Compliance with Pleasanton Municipal Code <br /> As explained in the Legal Background above, the State of California has preempted the field <br /> regarding small and large family day care homes. Cities, however, may consider specific <br /> potential impacts and apply reasonable conditions to mitigate those impacts. Health & Safety <br /> Code section 1597.46 allows a city to prescribe reasonable conditions regarding spacing and <br /> P18-0314, 3149 Chardonnay Drive Planning Commission <br /> 4 of 9 <br />9 <br />019, the Zoning Administrator held a public hearing to consider Ms. Arango's <br /> application. Numerous persons attended the hearing with persons speaking in favor of the <br /> application while others spoke against. (See Exhibit E for meeting minutes.) Neighbors raised <br /> various concerns, including but not limited to comments regarding a former 'drug house' on <br /> Chardonnay, a registered sex offender within 3/4 mile of the location, rear fencing at the site, <br /> parking, increased traffic, and declining home values.
