The City of Pleasanton has adopted <br /> standards for large family day care homes in section 18.124.370 of the Pleasanton Municipal <br /> Code (PMC). PMC section 18.124.370, addressing five specific topics. The project's <br /> compliance with each standard is discussed below: <br /> A. Spacing. No large family day care home shall be approved if the site of the proposed <br /> use is located within 300 feet of the exterior boundary of another large family day <br /> care home or nursery school, unless the zoning administrator makes the specific <br /> finding that the concentration of such uses will not adversely affect the <br /> neighborhood in which it is located due to the cumulative increase in noise, traffic <br /> and/or parking requirements. <br /> Staff has verified that the proposed facility is not within 300 feet of any other large family <br /> day care home or nursery school. Thus, staff does not believe spacing or concentration are <br /> an issue. <br /> B. Traffic Control. Large family day care homes shall not create any traffic hazard. The <br /> zoning administrator may prescribe such conditions as may be reasonably required <br /> to ensure the safety of all affected by the proposed use, including requiring <br /> traffic-control measures reasonably required to avoid any identified adverse effect. <br /> The subject site is located in a residential neighborhood with single-family detached homes. <br /> The expansion of the current small family day care home to a large family day care home <br /> will bring additional vehicles to the neighborhood during drop-off/pickup times. However, as <br /> described further below, the additional traffic will not create any traffic hazard. Numerous persons attended the hearing with persons speaking in favor of the <br /> application while others spoke against. (See Exhibit E for meeting minutes.) Neighbors raised <br /> various concerns, including but not limited to comments regarding a former 'drug house' on <br /> Chardonnay, a registered sex offender within 3/4 mile of the location, rear fencing at the site, <br /> parking, increased traffic, and declining home values.
