BACKGROUND
Specific Plan
As noted, the subject lot at 481 Sycamore Road is located within the North Sycamore
Specific Plan (NSSP) area. The City Council adopted the NSSP in June of 1992. In
September of 1992, the NSSP area was pre-zoned with several PUD designations, but
without a PUD development plan for any portion of the Specific Plan. The Specific Plan
area was annexed to the City in June of 1993. Within the NSSP, the subject lot has a
land use designation of Planned Unit Development Agricultural (PUD-A). The intent of
the PUD-A land use designation is to allow residential development on larger lots with
buffers from existing rural residential uses both within and adjacent to the Specific Plan
area as well as allow agricultural uses on the lots. The designation is further intended to
maintain adequate light, air, privacy, and separation between dwellings and requires
specific landscape, fencing, lighting, and other design requirements unique to the
district. No future subdivision potential exists for the subject 1 .33-acre lot as the NSSP
requires a minimum parcel size of one-acre for the PUD-A land use designation.
Application History
In 2014, a Conditional Use Permit (PCUP-205) for a water tank in the rear of the subject
lot was approved. As part of the approval, redwood trees were planted around the
perimeter of the subject lot to screen the water tank. Condition of Approval No. 5 for
PCUP-205 noted that changes to the approval (including screening of the tank) shall not
be made without prior approval from the Planning Department. Most of the perimeter
redwood trees are in poor health and are proposed to be removed with the subject
application. Replacement landscaping is proposed as further described in the project
analysis section of the agenda report below.
Site Description
The subject lot is located on the south side of Sycamore Road, just off of Sycamore
Creek Way, as seen in Figure 1.
t changes.
Since staff believes the project will not adversely impact any properties or the surrounding
area, that the project has been designed to be compatible with the existing homes in the area
and conforms to the PUD-31 site development standards and design guidelines, staff
recommends that neither of the two project alternatives above be pursued.
