Mr. Dolan asked the Commission to review the Work Plan and identify any Library Commission <br /> related priorities and forward their priorities to City Council for inclusion in the 2019-2020 Two- <br /> Year Work Plan Prioritization. <br /> Ms. Murphy noted that the Library and Civic Center Plan was the only priority on the list of <br /> priorities related to the Library Commission and suggested they forward this to City Council <br /> as their priority. <br /> Commissioner Lehman asked about other needs the Library Commission should be <br /> considering and Ms. Murphy commented on process and funding decisions. Mr. Dolan <br /> advised that many items are done in phases because of funding and design is often the first <br /> priority and capital aspects are covered later. <br /> Chairperson Hertle felt the major decision of the Library Commission should be support of the <br /> Library and Civic Center Master Plan and questioned whether members of the Commission <br /> had any other projects they felt should be added. <br /> Commissioner Parikh suggested adding the Amador Theater. Ms. Murphy provided <br /> information about the Amador Theater Facility Assessment that was included on the list. <br /> Chairperson Hertle commented on other libraries removing fines and indicated she would like <br /> for this to be brought forward to City Council, especially if it is a trend of other cities. Ms. <br /> Murphy provided information on what is being done in Contra Costa, Alameda and San Diego <br /> Counties and advised that staff can provide the Commission with a detailed report on this. <br /> Commissioner Sabatini discussed with Ms. Murphy the need for tracking data. Ms. Murphy <br /> advised that staff will provide information. Mr. Dolan suggested appropriate wording be <br /> provided so staff can provide City Council with details on the importance of exploring this item. <br /> Ms. Murphy felt this could be a recommendation made to City Council from the Commission. <br /> Commissioner Lehman felt there could be a counter-argument to the concept of removing <br /> fines. Chairperson Hertle suggested the Commission discuss this without making it a priority <br /> for the Two-Year Work Plan and ask staff to pursue getting additional information. <br /> Commissioners agreed. <br /> A motion was made by Chairperson Hertle, seconded by Commissioner Lehman, <br /> recommending City Council continue to prioritize the Commissions priority of moving forward <br /> with the Library and Civic Center Plan. <br /> ROLL CALL VOTE: <br /> AYES; Commissioners Lehman, Rai, Sabatini, and Chairperson Hertle. <br /> NOES: None <br /> Library Commission <br /> February 7,2019 <br /> Page 3 <br />
