Housing and Land Use Chaptered Bills 2016-2018 <br /> This document provides a summary of the most significant housing and land use bills <br /> signed into law over the past three years. It should be noted that nearly 50 bills are <br /> contained in this list and nearly every key area of housing law has been amended, <br /> some of the same statutes have been amended multiple times in consecutive years. <br /> Housing (2016) <br /> AB 2299 (Bloom)/SB 1069 (Wieckowski) Land Use. Housing. 2nd Units. <br /> Chapter 735, Statutes of 2016 <br /> This measure renames "second units" as "accessory dwelling units" (ADUs), and makes <br /> significant changes to local authority to regulate these units. The measure nullifies <br /> current city ordinances that do not comply with the provisions outlined in the bill. <br /> AB 2406 (Thurmond) Housing. Junior Accessory Dwelling Units. <br /> Chapter 755, Statutes of 2016 (Urgency) <br /> This measure allows a local agency to create an ordinance for junior accessory dwelling <br /> units (JADU) in single-family residential zones. JADUs are units that are no more than <br /> 500 square feet in size and contained entirely within a single-family residence. The unit <br /> may include separate sanitation facilities or may share the facilities with the existing <br /> structure. <br /> AB 2584 (Daly). Land Use. Housing Development. <br /> Chapter 420, Statutes of 2016 <br /> This measure adds housing organizations to the list of people and organizations that <br /> can bring a legal action under the Housing Accountability Act against a local <br /> government that has disapproved a housing development. <br /> Land Use/Planning (2016) <br /> AB 1934 (Santiago) Planning and Zoning. Development Bonuses. Mixed-Use <br /> Projects. <br /> Chapter 747, Statutes of 2016 <br /> This measure requires a local agency to provide a development bonus when a <br /> commercial developer enters into an agreement with a housing developer for partnered <br /> housing to contribute affordable housing through a joint project or two separate projects <br /> encompassing affordable housing. In order to be eligible, the project must be within <br /> one-half mile of a major transit stop and in close proximity to public amenities including <br /> schools and employment centers. The measure sunsets on January 1, 2022. <br /> AB 2180 (Ting) Land Use. Development Project Review. <br /> Chapter 566, Statutes of 2016 <br /> This measure shortens the review process timeline in the Permit Streamlining Act for <br /> approval of development projects that are either residential units only or mixed-use <br /> developments in which the non-residential uses are less than 50 percent of the total <br /> 1 <br />
