AB 1505 (Bloom) Land Use. Zoning Regulations. <br /> Chapter 376, Statutes of 2017 <br /> This measure authorizes a city, county, or city and county to adopt an ordinance to <br /> require, as a condition of development of residential rental units, that the development <br /> include a certain percentage of residential rental units affordable to, and occupied by, <br /> moderate income, lower income, very low income, or extremely low income households <br /> or by persons and families of low or moderate income. <br /> AB 1515 (Daly) Planning and Zoning. Housing. <br /> Chapter 378, Statutes of 2017 <br /> This measure, among other things, establishes, for purposes of the HAA, a reasonable <br /> person standard for deeming consistency for a housing development project or <br /> emergency shelter. <br /> SB 35 (Wiener) Planning and Zoning. Affordable Housing. Streamlined Approval <br /> Process. <br /> Chapter 366, Statutes of 2017 <br /> This measure streamlines multifamily housing project approvals, in jurisdictions that fail <br /> to meet state allocated housing production numbers, by making the issuance of building <br /> permits ministerial, thus circumventing project specific environmental review, mitigation, <br /> and public input. <br /> SB 166 (Skinner) Residential Density and Affordability. <br /> Chapter 367, Statutes of 2017 <br /> This measure amends the No Net Loss Zoning law to require local governments to <br /> maintain adequate housing sites at all times throughout the planning period for all levels <br /> of income. This measure prohibits a city, county, or city and county from permitting or <br /> causing its inventory of sites identified in a housing element to be insufficient to meet its <br /> remaining unmet share of the regional housing need for lower and moderate-income <br /> households. <br /> SB 167 (Skinner) Housing Accountability Act. <br /> Chapter 368, Statutes of 2017 <br /> This measure makes numerous changes to the Housing Accountability Act (HAA). This <br /> measure: <br /> • Changes the evidentiary standard for a local agency to disapprove a housing <br /> development project from "substantial" evidence in the record to a <br /> "preponderance of the" evidence in the record; and <br /> • Requires, if the court determines that the local agency has failed to comply with <br /> the order or judgment compelling compliance within 60 days, the court to impose <br /> fines of $10,000 per unit on a local agency that has violated the HAA. <br /> SB 540 (Roth) Workforce Housing Opportunity Zone. <br /> Chapter 369, Statutes of 2017 <br /> This measure streamlines the housing approval process by having jurisdictions identify <br /> Workforce Housing Opportunity Zones, which would focus on workforce and affordable <br /> 6 <br />
