Low-Income Housing. <br /> Chapter 756, Statutes of 2017 <br /> This measure raises the property tax exemption for affordable properties to match the <br /> federal requirement of 140 percent area median income (AM I). This measure expands <br /> eligibility of the welfare exemption from property tax for property owners of units <br /> occupied by individuals who meet income limits when they begin occupying a unit. <br /> AB 1568 (Bloom) Enhanced Infrastructure Financing Districts. Sales Tax and <br /> Housing. <br /> Chapter 562, Statutes of 2017 <br /> This measure authorizes a city or county to dedicate revenue, including sales tax <br /> revenue, to an Enhanced Infrastructure Financing District (EIFD) that is coterminous <br /> with the boundaries of the city or county that established it, for the purposes of the <br /> Neighborhood Infill Finance and Transit Improvements Act. <br /> AB 1598 (Mullin) Local Housing Authorities. Financing. <br /> Chapter 764, Statutes of 2017 <br /> This measure authorizes a city or county to create by resolution an affordable housing <br /> authority coterminous with its boundaries with various powers and dedicate a portion of <br /> its property tax increment, sales tax and other revenues to develop affordable housing. <br /> SB 2 (Atkins) Building Homes and Jobs Act. <br /> Chapter 364, Statutes of 2017 (Urgency) <br /> This measure imposes a $75 recordation fee on specified real estate documents to <br /> generate hundreds of millions of dollars per year for affordable housing, supportive <br /> housing, emergency shelters, and transitional housing. In 2018, 50 percent of the funds <br /> collected are directed to local governments to update planning documents. Beginning in <br /> 2019 and for subsequent years, 70 percent of the proceeds are allocated to local <br /> governments through the federal Community Development Block Grant formula. <br /> SB 3 (Beall) Veterans and Affordable Housing Bond Act of 2018. <br /> Chapter 365, Statutes of 2017 <br /> This measure places a $4 billion general obligation bond on the November 2018 ballot <br /> to fund affordable housing programs and the veterans homeownership program <br /> (CalVet). <br /> SB 229 (Wieckowski) Accessory Dwelling Units. <br /> Chapter 594, Statutes of 2017 <br /> This measure makes numerous changes to ADU law. These changes include: <br /> • Clarifies that parking requirements for a garage shall also apply to a converted <br /> ADU; <br /> • Provides that an ADU may be on a lot zoned for a proposed or existing single- <br /> family dwelling; <br /> 4 <br />
