SB 1000 (Leyva) Land Use. General Plans. Safety and Environmental Justice. <br /> Chapter 587, Statutes of 2016 <br /> This measure requires that cities and counties develop an environmental justice <br /> element, or related goals, policies, and objectives integrated in other elements within <br /> the general plan, that identifies disadvantaged communities. This measure requires a <br /> city or county to adopt or review the environmental justice element, or its policies, and <br /> objectives in other elements, upon the adoption or next revision of two or more <br /> elements concurrently on or after January 1, 2018. <br /> Housing (2017) <br /> AB 72 (Santiago) Housing. Department of Housing and Community Development. <br /> Chapter 370, Statutes of 2017 <br /> This measure provides the Department of Housing and Community Development (HCD) <br /> broad new authority to find a city's, county's, or city's and county's housing element out <br /> of substantial compliance if it determines that the city, county, or city and county acts or <br /> fails to act in compliance with its housing element, and allows HCD to refer violations of <br /> law to the Attorney General (AG). <br /> AB 73 (Chiu) Planning and Zoning. Housing Sustainability Districts. <br /> Chapter 371, Statutes of 2017 <br /> This measure allows a city, county, or city and county to create a housing sustainability <br /> district to complete upfront zoning and environmental review in order to receive <br /> incentive payments for development projects that are consistent with the district's <br /> ordinance. <br /> AB 352 (Santiago) State Housing Law. Efficiency Units. <br /> Chapter 400, Statutes of 2017 <br /> This measure prohibits a city, county, or city and county that adopts an ordinance <br /> permitting efficiency units from: <br /> • Limiting the number of efficiency units within one-half mile of public transit or <br /> where there is a car sharing vehicle within one block of the unit; and <br /> • Limiting the number of efficiency units within one mile of a University of California <br /> or California State University campus. <br /> AB 494 (Bloom) Land use. Accessory Dwelling Units. <br /> Chapter 602, Statutes of 2017 <br /> This measure makes a number of changes to the Accessory Dwelling Unit (ADU) review <br /> process and standards. Most notably, this measure: <br /> • Provides that a local agency's ADU ordinance shall include that the ADU may be <br /> rented separate from the primary residence, but may not be sold or otherwise <br /> conveyed from the primary residence; <br /> • Provides that parking requirements for ADUs not exceed one parking space per <br /> unit or per bedroom, whichever is less; <br /> • Defines "tandem parking" as two or more automobiles that are parked on a <br /> driveway or in any other location on a lot, lined up behind one another; and <br /> 3 <br />
