Mayor Thorne opened the public hearing. <br /> James Paxson, Hacienda Business Park, expressed gratitude for the staff work that contributed to <br /> this item and noted the modifications will align the use designations with the City's Municipal Code, <br /> including the Zoning section. <br /> Timothy Krukiel, President, Valencia Homeowners Association Board, expressed concern that <br /> residents of the Valencia development contribute to City services via property taxes, however, they <br /> do not receive services in return. He noted the residents of the development pay annual fees for <br /> services such as street sweeping, lights, and tree maintenance. He requested the City work with <br /> the Hacienda Business Park to alleviate the resident fees for private services. <br /> Councilmember Pentin noted the matter before the City Council this evening would result in a <br /> reduction of square feet. He also clarified with Mr. Krukiel that residents who elected to purchase <br /> in the Hacienda development understood they were obligated to pay for certain services and that <br /> there is no change to that agreement as a result of the City Council vote on this agenda item. <br /> Councilmember Testa requested staff to briefly address the matter brought up by Mr. Krukiel. City <br /> Manager Fialho stated there was a previous effort to develop a tentative agreement and the City <br /> had a technical concern which prevented the agreement from moving forward separate from the <br /> item the City Council is considering as part of this agenda. He stated he would contact Mr. Krukiel <br /> and restart discussions to address the matter. <br /> Mayor Thorne closed the public hearing. <br /> Councilmember Testa expressed support for the efforts made by all parties as related to this agenda <br /> item. She requested an opportunity to inquire whether the Hacienda Business Park is addressing <br /> the lane reduction on Owens Drive and the Essex commercial project. <br /> City Attorney Sodergren noted the matter is not on the agenda for discussion this evening, however <br /> a brief response could be provided. For any further discussion, the item must be placed on a future <br /> agenda. <br /> Mayor Thorne reopened the public hearing. <br /> James Paxson noted the difficulty in finding tenants and the lane configuration was driven by the <br /> overall discussion regarding design for the area. A true mixed-use development requires <br /> concessions by all parties, and all modes of mobility must be considered, not just vehicle traffic. <br /> The public hearing was closed. <br /> Councilmember Narum expressed support for this item, as the Hacienda Business Park is an <br /> economic engine for the City. She noted the PUD and consolidated design guidelines will be more <br /> user-friendly, and that the modified buildings, permitted uses, and single set of design guidelines <br /> will encourage a business-friendly atmosphere. The project also reduces intensity by 380,000 <br /> square feet which is now calculated by gross square footage. <br /> Councilmember Pentin agreed with the points made by Councilmember Narum and expressed <br /> support for the item. <br /> Mayor Thorne noted Mr. Paxson would appear with him on an upcoming Mayor's Report to discuss <br /> the item and encouraged residents to watch the program. <br /> City Council Minutes Page 4 of 5 January 15, 2019 <br />
