Councilmember Pentin inquired whether mosquitofish are an invasive species and the plan for <br /> addressing infestation in the Tri-Valley area proactively. Mr. Clausnitzer reported they are only <br /> released in man-made sources and that plan is eradication. <br /> Councilmember Narum mentioned the Alameda County Mosquito Abatement District maintains a <br /> large reserve, separate from its annual budget, in the event certain hazardous mosquitoes are <br /> identified in the area. <br /> 10. Public Comment <br /> Marilyn Ludt expressed concern regarding residents removing landscaping and replacing it with <br /> pavers. She reported there is no provisions in the Municipal Code which prevent homeowner's from <br /> removing their landscaping, although other municipalities have such ordinances. She expressed <br /> concern such landscape removal will impact home values. She requested the City Council initiate <br /> a process to introduce an ordinance addressing this matter as well as include it in any future Work <br /> Plan. She mentioned she will be addressing outdoor pickle ball courts with the Recreation <br /> Commission. <br /> Joan Tenbrink invited members of the community to participate with the Pleasanton Women's <br /> March Action Group in the upcoming Tri-Valley Women's March. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 11. Public Hearing:, Hacienda Owners Association PUD-81-30-57M/PUD-85-08-30M and PUD-81- <br /> 30-58M/PUD-85-08-31M — Consider applications for Major Modifications to the Planned Unit <br /> Development (PUD) governing Hacienda Business Park (PUD-81-30 and PUD-85-08) to update <br /> the Hacienda PUD development plan and Design Guidelines <br /> A staff report was given by Gerry Beaudin, Director of Community Development and Jennifer <br /> Hagen, Associate Planner, which included a PowerPoint presentation addressing the project <br /> background, business park, purpose, development plan, calculating development capacity, current <br /> capacity methodology, proposed capacity methodology, permitted uses, design guidelines, <br /> clarifications, and conclusion and recommendation. <br /> Councilmember Pentin requested clarification regarding the permitted uses for each planning <br /> district. Director Beaudin and Associate Planner Hagen responded the MCOIRPD is a broad <br /> category and if a development request fits within one of the newly proposed subcategories, it would <br /> be permitted under the other subcategory. Director Beaudin affirmed staff would work with the <br /> developer to clarify their proposals if there was any misunderstanding of the permitted uses. <br /> Councilmember Narum requested clarification regarding development project changes if a parcel <br /> currently had a residential or high-density designation, and expressed concern that the housing <br /> units would not be traded to obtain more square footage. Director Beaudin confirmed any projects <br /> for housing opportunity sites would require an additional public process to move forward with any <br /> use other than residential prior to the reallocation or relocation of housing units. <br /> Councilmember Narum inquired whether the decrease of 380,000 square feet of office space would <br /> impact the City's Regional Housing Need Allocation (RHNA) numbers. Director Beaudin responded <br /> the RHNA allocations are based upon the number of employees, although in theory the numbers <br /> could change.
