2. Such meetings do not conflict with other Department activities. <br /> 3. Attendance of on-duty employees at such meetings may occur only after 1700 <br /> hours,unless other arrangements have been authorized in advance by the Fire Chief <br /> and only when it does not prevent the performance of required work. <br /> 4. Such meetings do not involve excessive or unnecessary station transfers or result <br /> in financial responsibility for the Department. <br /> B. Regularly Scheduled Membership Meetings. <br /> 1. Union meetings may be held in fire stations after 1700 hours unless other <br /> arrangements have been authorized in advance by the Fire Chief. <br /> 2. Union meetings shall not interfere with regularly scheduled duties or emergency <br /> response. Fire prevention personnel may attend union meetings during their regular <br /> work hours provided they are otherwise able to complete their duties. <br /> 3. On-duty members may attend Union meetings as long as no first-due districts are <br /> left empty or by approval of the Fire Chief. <br /> C. Advance Notice <br /> Except in cases of emergency,the Union shall be given reasonable advance written notice <br /> of any ordinance, resolution, rule or regulation relating to matters within the scope of <br /> representation and shall be given the opportunity to meet and confer in good faith with the <br /> appropriate management representatives prior to adoption. <br /> The Department will provide the Union with reasonable written notice and the opportunity <br /> to meet and confer in good faith regarding the addition to or changes in Personnel Rules <br /> and Regulations,other policies,or departmental policies when such changes are within the <br /> scope of bargaining pursuant to the MMBA. <br /> Section 3. No Discrimination <br /> The Employer and the Union shall comply with the City of Pleasanton's Harassment Policy (Human <br /> Resources & Administrative Policy Guide). <br /> Furthermore, the Employer shall not discriminate or retaliate against any employee because of their <br /> engagement in legally protected Union activities. <br /> Section 4. Union Representatives <br /> Bargaining unit employees who are officers or official representatives of the Union shall be given <br /> reasonable time off with pay to attend meetings with management representatives, or to be present at <br /> hearings where matters within the scope of representation are being considered. The use of official time <br /> for this purpose shall be reasonable and shall not interfere with the performance of department services as <br /> 4 <br />
