BACKGROUND
Current City staffing structure has 75 unrepresented management and confidential
employees. Because an organized labor group does not represent these employees,
the City is not required to negotiate compensation or other personnel-related issues with
these classifications either as individuals or as a group. Instead, the City sets forth a
compensation package, approved by Council, necessary to attract and retain qualified
employees. This compensation package and operational matters are documented in the
Plan. While the compensation review for management and confidential employees has
been ongoing, an adopted update of the Plan document has not taken place since early
2015. The proposed document captures all previously approved Council amendments
and clarifies current practices. No pay or benefit enhancements are proposed with the
adoption of this document, staff is simply capturing previously approved modifications,
reflecting administrative practices, regulatory changes and classification title changes.
DISCUSSION
Human resources staff conducted a comprehensive review of the Plan document. Staff
revised text for clarity and completeness. (A copy of the redline version of the updated
Plan is attached to this report and is found at Attachment 1, Exhibit A.) Staff is
submitting the revised Plan document for City Council approval. The updated document
will be posted on the City's publicly available website.
CONCLUSION
Council adoption of a resolution approving the amended Management/Confidential
Employee Performance Compensation Plan document will allow for accessibility of the
Plan's updated information for management and confidential employees and the public.
Submitted by: Approved
i
Debra Gill Nelson Fialho
Director of Human Resources/ City Manager
Labor Relations
Attachment:
1.
