BACKGROUND <br /> Current City staffing structure has 75 unrepresented management and confidential <br /> employees. Because an organized labor group does not represent these employees, <br /> the City is not required to negotiate compensation or other personnel-related issues with <br /> these classifications either as individuals or as a group. Instead, the City sets forth a <br /> compensation package, approved by Council, necessary to attract and retain qualified <br /> employees. This compensation package and operational matters are documented in the <br /> Plan. While the compensation review for management and confidential employees has <br /> been ongoing, an adopted update of the Plan document has not taken place since early <br /> 2015. The proposed document captures all previously approved Council amendments <br /> and clarifies current practices. No pay or benefit enhancements are proposed with the <br /> adoption of this document, staff is simply capturing previously approved modifications, <br /> reflecting administrative practices, regulatory changes and classification title changes. <br /> DISCUSSION <br /> Human resources staff conducted a comprehensive review of the Plan document. Staff <br /> revised text for clarity and completeness. (A copy of the redline version of the updated <br /> Plan is attached to this report and is found at Attachment 1, Exhibit A.) Staff is <br /> submitting the revised Plan document for City Council approval.
