BACKGROUND <br /> Current City staffing structure fluctuates from approximately 200 to 450 temporary, part- <br /> time/seasonal employees throughout the year, with staffing levels peaking during <br /> summer. These unrepresented employees work a typical schedule ranging from eight <br /> to 30 hours per week and generally do not qualify for benefits. The City sets forth <br /> salaries determined by the City Council as providing compensation necessary to attract <br /> quality candidates able to perform the duties necessary to provide the numerous quality <br /> programs and services throughout the City. Most of the City's temporary employees are <br /> in the Library and Recreation Department. <br /> As the City moves towards recruitment for summer 2019, a review of the salary ranges <br /> for some of the temporary, part-time/seasonal classifications was conducted to <br /> determine if we will be competitive in recruiting and retaining a qualified talent pool in <br /> this market. The last review of temporary salaries was conducted in 2016. The results <br /> of the recently completed study have prompted the recommendation before the City <br /> Council. <br /> DISCUSSION <br /> The staff recommendation to amend the Temporary, Part-time/Seasonal Classification <br /> Salary Structure is predicated on two convergent events. <br /> First, due to the robust local economy, local employers are finding it increasingly difficult <br /> to recruit qualified applicants. In order to attract top talent, the City must keep its <br /> compensation system aligned with local job market wages. A recent compensation <br /> study revealed that several classifications' salary-ranges have fallen below market <br /> including Lifeguard, Water Safety Instructor, Lifeguard/Instructor,' Assistant Pool <br /> Manager and Recreation Leaders.
