Linda Kelly suggested the City Council and Zone 7 wait a year to review rates, as there is a new <br /> General Manager and new Board Members. It takes time for everyone to become educated on <br /> the water issues and perform assessments and evaluations. This matter is very complex and the <br /> staff only received this information on Thursday. She recommended a delay in any vote to ensure <br /> proper time is allowed for review and consideration of all matters related to water rates. <br /> Mayor Thorne closed public comment. <br /> Councilmember Brown expressed appreciation for the public process and transparency efforts <br /> related to this issue. She welcomed the opportunity for more time to receive public input and <br /> noted the matter was complex. She would prefer additional time to review all aspects related to a <br /> proposed water rate increase before asking residents for an increase in rates. <br /> Councilmember Narum requested another one or two months to understand water reliability <br /> projects and proposals by Zone 7. She would prefer to have a plan in place prior to advocating for <br /> water rate increases. She does not want to defer decision-making for one year, and is in <br /> agreement with staff's recommendation as detailed in the proposed agenda resolution. <br /> Councilmember Pentin acknowledged the Zone 7 General Manager is new and confirmed <br /> anything can happen at the Zone 7 meeting tomorrow night and supports the staff's <br /> recommendation. <br /> Councilmember Olson confirmed that staff's recommendation includes a delay in approving water <br /> rates. <br /> Mayor Thorne stated he agrees with staff's recommendation as it is measured and appropriate. <br /> MOTION: It was m/s Narum/Brown by to adopt and waive full reading of Resolution No. 18-1052 <br /> encouraging the Zone 7 Water Agency Board of Directors to consider Pleasanton's comments on <br /> proposed wholesale water rates commencing January 1, 2019. Pulled from the agenda — Public Hearing: Consider appeals of Michael and Darlene Miller and <br /> Chabad of the Tri-Valley of the Planning Commissions' approval of a conditional use permit and <br /> design review for the operation of a religious institution with a childcare facility/preschool and for <br /> site modifications including a playground and terrace for outdoor activities for Chabad of the Tri- <br /> Valley located at 3370 Hopyard Road <br /> 4. Approve restriping Stoneridge Drive at Arroyo Mocho Bridge to facilitate two lanes in both the <br /> Eastbound and Westbound directions (removed from the Consent Calendar) <br /> Traffic Engineer Mike Tassano referenced the report as approving the restriping to four lanes on <br /> the bridge which opened in 2013. The bridge was built to support four lanes of traffic. Currently, <br /> there is one lane traveling in each direction and this was in conformance to the agreement which <br /> artificially narrowed the lanes for a period of at least two years after opening of the bridge. The <br /> goal of the period was to afford the public to view traffic volumes and allow staff to collect data. <br /> Volumes are changing and they are currently leveling off from a period of increasing volume.
