BACKGROUND <br /> In September 2017, an RFQ was advertised, seeking an architectural firm qualified to <br /> design and prepare biddable construction documents to remodel and add to the Senior <br /> Center to create office space for the Community Services staff located in the modular <br /> office space adjacent to the City Permit Center at 200 Old Bernal. In response to the <br /> RFQ, ten architectural firms (along with their assembled subconsultant teams) <br /> submitted their Statement of Qualifications (SOQs). A selection committee consisting of <br /> the Director of Operations and Water Utilities, the Community Services Director, Library <br /> Director, Assistant City Manager and the Director of Engineering/City Engineer <br /> reviewed the SOQs. The selection committee invited four firms to participate in an <br /> interview. JKA was the unanimous choice of the selection committee as the most <br /> qualified firm for the remodel/expansion project. <br /> Staff and JKA participated in meetings at the Senior Center to understand the needs of <br /> the patrons as well as how the staff within building currently serve those needs. JKA <br /> also met with Community Services staff to understand their office space needs and how <br /> they could be accommodated in a remodeled/expanded Senior Center. As-built plans <br /> for the Senior Center, and the existing site conditions and constraints were also <br /> reviewed. This work resulted in a design and fee proposal from JKA to create biddable <br /> construction documents for the Senior Center remodel/expansion that included both a <br /> remodel of a portion of the existing building, as well as expansion to the existing north <br /> building. <br /> However, at the same time the work plan and proposal was being developed, it was <br /> decided that the Community Services Department and the Library Department would be <br /> combined into a single Library and Recreation Department. That merger was finalized <br /> as of July 1, 2018. With the formation of the Library and Recreation Department, the <br /> goal of the project changed from creating permanent office space for the Community <br /> Services staff within the Senior Center to creating permanent office space for the <br /> combined management staff of the Library and Recreation Department within the <br /> existing library building. Creating office space for the Library and Recreation <br /> Department staff also allows for the removal of the modular office space at 200 Old <br /> Bernal. <br /> When this change of direction occurred, the City entered into a contract with JKA in the <br /> amount of$21,000 to analyze the feasibility of remodeling the library offices. This work <br /> involved determining space needs for the offices, then analyzing the existing library <br /> building, including architectural, structural, electrical, plumbing, and heating ventilation <br /> and air conditioning (HVAC) systems to fully understand the feasibility and cost to <br /> remodel. <br /> DISCUSSION <br /> The existing library building was constructed in 1987, with some areas of the building <br /> (including the existing office space) remodeled and expanded in 1999. It has been <br /> determined that the office area could be expanded again, by approximately 523 square- <br /> feet into the existing public space to house all of the Library and Recreation Department <br /> Page 2 of 3 <br />
