PUBLIC HEARINGS AND OTHER MATTERS <br /> 11. Review and discussion on Conceptual Plans for Lions Wayside and Delucchi Parks <br /> A staff report was presented by Assistant City Manager Brian Dolan. He provided historical <br /> information noting the Lions Wayside and Delucchi Parks Master Plan has been a City Council <br /> priority and it is included in the City's current Capital Improvement Program. The City has been <br /> working to conduct environmental work and obtain permits from the Regional Water Quality Control <br /> Board and the Army Corps of Engineers, which has resulted in a difficult administrative process. <br /> The Master Plan, as designed, is contrary to the designation of a portion of the project <br /> acknowledged by the regulatory agencies to be a designated "Waters of the United States," where <br /> the same feature has been designed by the City to be a "ditch." <br /> The City's consultant, Richard Larson, who worked on the previous Master Plan, provided options <br /> for alternative designs which do not require filling of the ditch, and would more likely meet the <br /> requirements of the regulatory agencies. Staff is requesting the City Council review the four (4) <br /> options, narrow them down to their preferred choices, and remit them to the Park and Recreation <br /> Commission for further review. The goal is to focus on a design which will meet the criteria to obtain <br /> the necessary permits from the outside agencies. <br /> Mr. Larsen provided a verbal report and displayed a PowerPoint Presentation related to the <br /> proposed design alternatives. Slides were presented including aerial photographs of the subject <br /> properties, existing conditions at Lions Wayside and Delucchi Parks, 2014 Illustrative Plan of the <br /> Master Plan, Goals of the Master Plan (will remain the same), Option "A" F.A.C. Location — Creek <br /> Embraced, Option "B" F.A.C. Location — Creek Access, Option "C" South Edge — Largest Single <br /> Lawn, and Option "D" Portable Bandstand — Largest Total Lawn. <br /> Councilmember Narum inquired as to the permanent location of the Icehouse given the new Master <br /> Plan. Mr. Larsen responded the Icehouse would be moved and is not proposed as part of the design <br /> alternatives presented at this time. City Manager Fialho noted conversations with the <br /> concessionaire that could potentially result in the movement of the Icehouse to the corner of <br /> DeLucchi Park, however the City has made no firm commitments. <br /> Councilmember Olson inquired if the meander proposed for the creek can be changed to meet <br /> regulatory standards. Mr. Larsen responded the regulatory agencies have stated their preference <br /> to protect healthy creeks with landscape mitigation. In this location, the consultant's past experience <br /> is that mitigation measures which make the creek look more "creek-like" could meet the agencies' <br /> requirements. <br /> Councilmember Brown inquired as to various aspects of the Option A topography. Mr. Larsen <br /> identified the potential design elements included in the draft schematics, including slopes, bridges, <br /> steps, and connection trails. Some of these features are proposed and may not be current features <br /> of the subject site. <br /> Councilmember Pentin inquired whether the City would be responsible for continued supply of water <br /> if the City remediated the creek to add meandering. Mr. Larsen noted the City does not have <br /> authority over the introduction of storm water. <br /> Councilmember Brown inquired as to the definition of stepped seat walls. Mr. Larsen stated there <br /> are different methods to draw people to the creek in an appropriate, safe, and recreational manner <br /> which respects the character of the creek. <br /> City Council Minutes Page 3 of 8 October 2, 2018 <br />
