Discussion ensued between the City Council and Mr. Larsen related to the various grading that <br /> could be conducted and the relation of the park to the bandstand in Option C. In regard to Option <br /> D, it was noted there could be grading that could allow for a bowl-type formation of the lawn. <br /> Assistant City Manager Dolan noted the creek could remain as-is, however the regulatory agencies <br /> are likely to encourage meandering. <br /> Councilmember Brown inquired regarding the costs for changing the creek path in Option B. <br /> Assistant City Manager Dolan noted it depends on the type of mitigation required by the regulatory <br /> agencies. He estimated costs would be approximately $5.5 million, similar to the costs estimated <br /> for the previously proposed Master Plan. City Manager Fialho referenced a previous project <br /> (Kottinger Creek) where "meandering" and landscaping were installed, at a cost of approximately <br /> $3.5 million. <br /> Mayor Thorne opened public comment. <br /> Joe Streng spoke in support of moving forward with a project, noting the subject site is one of the <br /> major gathering points in the City. He stated support for Option C, which creates the largest lawn <br /> and has the least amount of rerouting required. <br /> Councilmember Brown noted her discomfort with the location of the bandstand in Option C, which <br /> would result in the back of the bandstand visible to patrons in DeLucchi Park. Mr. Streng stated <br /> there could be a larger, open bandstand which could mitigate the view. <br /> Jeff Pohl noted he lives across from the subject property and expressed concern regarding security <br /> in the ditch adjacent to First Street. He is in support of Option B, which would provide a large <br /> meeting area and address security concerns. <br /> Noting there were no further speakers, Mayor Thorne closed public comments. <br /> Councilmember Pentin expressed concerns regarding Option C and the back of the bandstand <br /> facing DeLucchi Park. He preferred Option B as a priority, as it proposed the greatest amount of <br /> lawn, with Option C as the back-up. <br /> Councilmember Narum expressed support for Option B and requested elimination of Options C and <br /> D, as they do not create "gateways" into the Downtown area. She stated Option B provides a <br /> "gateway" drawing people into the Downtown and Dairy area and ties the two parks together. She <br /> would prefer to make the lawn larger and would like the Icehouse, an iconic Pleasanton historical <br /> feature, to be located somewhere in the project. <br /> Councilmember Olsen requested the elimination of Options C and D and noted his support for <br /> Option B. He did state there were elements of Options A and B which he would like combined to <br /> maximize the features of both parks. <br /> Councilmember Brown expressed support for Option B, however noted concerns about the costs <br /> of the creek mitigation. She would prefer a combination of Options A and B and noted she would <br /> prefer the back of the bandstand not face DeLucchi Park. A combination of Options A and B would <br /> provide great use of the areas that surround the Firehouse Arts Center. She also requested the <br /> consideration of a sound "booster" or speaker to be located to amplify the sound toward DeLucchi <br /> Park. She also supported Mr. Pohl's security concerns and requested features to protect the creek <br /> area, while inhibiting individuals from passing into the creek area. <br /> Mayor Thorne requested elimination of Option D, and noted his preference to consider Options A, <br /> B and C, in that order. <br /> City Council Minutes Page 4 of 8 October 2, 2018 <br />
