The proposed St. Mary's Street location recommended based on the results of a <br /> community survey and preliminary conversations with business owners in the <br /> downtown. It should be noted that the installation of a second corral was discussed by <br /> the Pleasanton Downtown Association (PDA). The PDA supports retention of the <br /> existing bicycle corral. However, the PDA has also indicated that, while it supports <br /> additional bicycle parking throughout downtown, it should not occur at the expense of <br /> losing a car parking space (see "Outreach to Date" section below). <br /> With respect to location, the community survey results indicated a preference for an <br /> additional bicycle corral to be located on Main Street (in front of Inklings) — this location <br /> was preferred slightly over the two other suggested sites (St. Mary Street in front of <br /> Beer Baron and Rita's; and Rose Avenue across from Starbucks). However, survey <br /> respondents also indicated that bike parking off of Main Street was desirable. In <br /> addition, there are several factors, outlined below, that staff believes would make the St. <br /> Mary Street location the better option and is therefore the recommended option. <br /> St. Mary Street Option <br /> St. Mary Street has adequate width to accommodate the proposed bicycle corral and <br /> passing traffic and sees lower vehicle speeds and traffic volumes than Main Street. The <br /> proposed location does not conflict with utilities, transit, or other required access, and <br /> would not interfere with driver sight lines or create other motor vehicle/pedestrian <br /> hazards. In addition to the technical merits of this location, other factors in support of <br /> this location include: <br /> • A current lack of bicycle racks on St. Mary Street, which the new corral would <br /> address. <br /> • A convenient location near several existing food establishments and other <br /> businesses for which bike parking would be beneficial, and within a very short <br /> walking distance of Main Street. <br /> • The availability of two nearby off-street parking lots that would help to mitigate <br /> the loss of one on-street parking space. <br /> • The corral would be located at some distance from the existing facility on West <br /> Angela Street so will better serve bicycle users in the north end of downtown. <br /> As noted, the estimated cost to install the second bicycle corral is $4,050, which staff <br /> recommends be paid for with Measure B funds. <br /> Outreach to Date <br /> Staff conducted outreach to the adjacent business owners, the Pleasanton Downtown <br /> Association (PDA), and the Bicycle, Pedestrian, and Trails Committee (BPTC). The <br /> PDA indicated that they are supportive of the existing bicycle corral on West Angela <br /> being retained. However, the PDA does not support adding an additional bicycle corral if <br /> it means the loss of a parking space downtown. The PDA would prefer bicycle parking <br /> to be located on sidewalks (e.g., near the gazebo at Inklings, by SideTrack and railway <br /> corridor, and near Salt Craft). The owners of businesses adjacent to the proposed corral <br /> were contacted, and those who responded to staff were supportive of the proposal; as <br /> was the BPTC. <br /> Page 4 of 5 <br />
