Parking Supply
One of the key concerns for a bicycle corral is the loss of parking spaces —the
proposed corral occupies one vehicle parking space, and would not affect or impede
access to adjacent spaces. The Downtown Parking Strategy and Implementation Plan
approved in April 2017, notes that the City experiences high levels of automobile
parking demand in the downtown area at peak times. At the same time, it also notes
that there are barriers to non-motorized transportation to and around downtown
including limited bicycle facilities, and identifies improvement to bicycle and pedestrian
facilities as a high priority strategy to reduce parking demand, by encouraging people to
walk and bike within the downtown. Increasing bicycle parking opportunities may
encourage visitors of downtown to choose bicycling as their mode of transportation,
thus reducing automobile parking demand. It is also noted that the City is currently
designing and will be constructing improvements within the Transportation Corridor
(between Abby Street and Bernal Avenue), which will add approximately 80 new
parking spaces within the downtown. This addition to the supply will help to offset the
loss of parking spaces that may be associated with implementation of the bicycle corral
project, which should also reduce parking demand over time.
ENVIRONMENTAL ASSESSMENT
The project is categorically exempt from the Californian Environmental Quality Act
(CEQA) pursuant to section 15301 of the CEQA Guidelines, as it consists of a minor
alteration of an existing public facility.
Submitted by: Fiscal Review: Approv id by:
I
1V
Gerry Beaudin Tina Olson Nelson Fialho
Director of Director of Finance City Manager
Community Development
Attachments:
1.
