Some respondents also suggested increasing the size of the existing corral on East <br /> Angela. <br /> A variety of additional comments were provided in the survey including: preference for <br /> bike parking to be on a secondary street, off of Main Street, that bike parking be visible <br /> from Main Street, and that bike parking be provided on wider streets and those with <br /> lower car traffic volumes. <br /> Existing Policies <br /> There are a number of existing City of Pleasanton policies that support enhancements <br /> to bicycle infrastructure, such as bicycle corrals in the downtown, including the <br /> following: <br /> • General Plan Circulation Element (Policy 22): Create and maintain a safe, <br /> convenient, and effective bicycle system which encourages increased bicycle <br /> use. <br /> • Downtown Specific Plan (Transportation Goal 2): Encourage the use of public <br /> transit, bicycles, trails, regional measures, and transportation demand <br /> management strategies as alternatives to the use of motor vehicles and to help <br /> manage traffic congestion in the downtown. <br /> • Bicycle and Pedestrian Master Plan (Policy 2-1): Ensure secure, adequate, and <br /> easily accessible bike parking at destinations throughout Pleasanton. <br /> • Downtown Parking Strategy and Implementation Plan (Measure 1.2.2):Short- <br /> term Bicycle Parking— Locate additional opportunities for short-term bicycle <br /> racks in areas that are visible from storefronts and restaurants. <br /> • Downtown Parking Strategy and Implementation Plan (Measure 1.2.5): Bicycle <br /> Corrals — Centrally located short-term bicycle racks which are often placed in an <br /> on-street vehicle parking space. <br /> • Complete Streets Policy: Aims to serve all users and modes (including bicyclists) <br /> of transportation in a safe, comfortable, and convenient way. <br /> DISCUSSION <br /> Existing Bicycle Corral <br /> As described above, based on community feedback, occupancy observations, and <br /> survey results, staff believes that the pilot bicycle corral was successful at its current <br /> location and recommends that it be retained. <br /> Second Bicycle Corral <br /> Additionally, staff recommends installing a second bicycle corral in the downtown, on St. <br /> Mary's Street. An additional corral would replace one parking space and be slightly <br /> smaller than the pilot project. For discussion purposes, staff has included a proposed <br /> design and location of the bike corral in Attachment 2. As reflected in the proposed <br /> design, staff recommends only installing the tall bicycle racks as they were the preferred <br /> rack style in the pilot project. <br /> Page 3 of 5 <br />
