•
Task 1.2-Prosect Meetings
We recommend at most two(2) in-person project meetings to review deliverables with the City team.
With respect to timeline and budget constraints,we advocate that most other communications should
take place by phone and email.
Task 2—Preliminary Investigations
Task 2.1—Corrosion Engineering
V&A Consulting Engineers (V&A)will prepare the design of the cathodic protection system. Prior to
design,V&A will review the inspection reports, water quality information, and plans and specifications
for the water tanks.
Task 2.2—Coating Tests
Prior to completing a coating specification,CSI will collect and laboratory analyze coating samples for
heavy metal content.Samples will be collected from areas adjacent to ladders and the roof hatch.
Task 2.3—Electrical Systems Review
Quincy's electrical sub, Frisch Engineering, will review control systems information to be provided by the
City.An onsite meeting is also recommended between the City engineering and operations staff, Frisch,
and Quincy Engineering to confirm the power, controls, and siting needs for the temporary pump.
Task 3—Engineering Design Services
Engineering Design Services will include the design for the rehabilitation of three tanks and the design of
a temporary bypass pumping system to the Ruby Hill tank.
Under Task 3, Quincy will prepare three submittal packages:65%, 100%, and final design or"Issue for
Bid" documents. The construction documents will incorporate the City's design and construction
standards. The Quincy team will develop all plans and technical specifications. The engineer's opinion of
probable construction cost will be included with each submittal of construction documents. The cost
estimate at the 65% level will contain a 15%contingency. The 100%submittal will be refined and
contingencies reduced to 10%.The estimates will be prepared using prior construction bids, current
materials pricing, estimated guides, and engineering judgment.
With each submittal, Quincy will submit the applicable technical specifications and will assist with the
preparation of the special provisions as led by the City.
Deliverables
For 65%, 100%,and final"Issue for Bid" submittals,Quincy will deliver to the City the following:
✓ One(1)electronic copy(PDF)and two(2) hard copies of technical specifications
✓ One (1)electronic copy(PDF) and two (2) hard copies of half-sized set of drawings (11"x17")
✓ One (1)electronic copy(PDF) and two (2) hard copies of Engineer's estimate of probable
construction cost
Task 3.1—65% Design Submittal
The following is a summary of the rehabilitation to be completed at each tank:
Upper Ruby Hill (1.5MG): Exterior coat (recoat or overcoat),full interior recoat, replacement of the
center support, and a new CP system.
