NIQUINCY EXHIBIT <br /> ENGINEERING <br /> September 6, 2018 <br /> Mr. Adam Nelkie <br /> City of Pleasanton <br /> Engineering Department <br /> 200 Old Bernal Ave <br /> Pleasanton, CA 94566 <br /> SUBJECT: Upper Ruby Hill, Moller Ranch,and Laurel Creek Tank(Three Tank) Rehabilitation Project <br /> Dear Adam, <br /> It is our pleasure to assist the City with our engineering design services for the Upper Ruby Hill, <br /> Moller Ranch,and Laurel Creek Tanks Rehabilitation Project (Project).The attached scope and fee <br /> are based on our understanding of the Three Tank Rehab Project as described herein. <br /> The City is looking to bid the rehabilitation of all three tanks as one bid package. It is our understanding <br /> Moller and Laurel tanks operate as twin tanks and that one tank at a time can be taken out of service for <br /> rehabilitation. However,the Upper Ruby Hill tank cannot be taken out of service without significantly <br /> impacting delivery of water to the distribution system. Quincy Engineering submitted a memo dated <br /> July 2018 recommending a bypass solution to the Upper Ruby Hill tank. Due to the short duration of <br /> construction (estimated at 14 weeks)during winter flows, it was recommended that the City divert the <br /> water from Zone 7 Turnout No. 7 to the Upper Ruby Hill tank and with the assistance of a temporary <br /> pumping system installed at the Ruby Hill pump station,supply up to 3,300 gpm during a fire event. <br /> Rehabilitation of the three tanks will generally involve relining, spot coating repairs, new cathodic <br /> protection systems, and mechanical repairs such as access hatch, ladder replacement, and bolt repairs. <br /> Structural repairs will include the replacement of the center column. Quincy will lead the design of the <br /> Project,supported by our subconsultants: Frisch Engineering for electrical,V&A Consulting Engineers for <br /> cathodic protection, and CSI Services for coating. Detailed scopes of work for each are attached to the <br /> end of this proposal. <br /> We propose the following tasks to complete the engineering design services to develop a set of <br /> construction documents including three submittals: 65%, 100%, and Final"Issue for Bid". <br /> SCOPE OF SERVICES <br /> Task 1-Project Management <br /> Task 1.1-Project Management,Coordination,and Oversight <br /> Our Project Manager,Todd Kotey,will provide technical oversight of the design and will be present for <br /> all project meetings. Our Deputy Project Manager and Project Engineer, Davina Carboni,will provide day <br /> to day management of the budget and scheduling along with daily coordination with the project team <br /> members and subconsultants.
