Table 5 — Transportation Impact Fees
Maximum
Existing (2018
Land Use Fees Study) Difference
Single Family (per unit) $5,181 $9,112 $3,931
Multi-Family (per unit) 3,626 5,607 1,981
Retail (per sq ft) 14.50 23.87 9.37
Office (per sq ft) 6.90 14.22 7.32
Hotel/Motel (per room) 3,109 6,008 7.32
R&D (per sq ft) 5.18 10.71 5.53
Industrial ( per sq ft) 5.18 8.61 3.43
As shown in the tables above, in some instances there is a large variation between the
existing fees and the maximum fees identified in the Nexus Study.
Fee Summaries and Comparisons to Other Jurisdictions
For a variety of reasons, the City Council may set development impact fees less than
the maximum calculated through the Nexus Study. One such reason is to set fees that
are competitive with surrounding jurisdictions. To help determine competitive fees to
charge, EPS and staff compiled development impact fees from surrounding
jurisdictions. The May 1, 2018 City Council agenda report and presentation included
Dublin, Livermore, Fremont and San Ramon in the comparisons but those comparisons
did not include all Development Impact Fees, only facilities, parks transportation, and
affordable housing fees. As previously discussed, staff compared Pleasanton's
cumulative Development Impact Fees3 with those of Dublin and Livermore. Staff
focused on those two cities for all-in comparisons since all three cities are required to
pay Zone 7 impact fees which are relatively high. In addition, they are Pleasanton's
closest neighbors. The following compares Pleasanton's cumulative current and
maximum Development Impact Fees identified in the Nexus Study with those of
Livermore and Dublin for each land use type4 calculated for a typical size development.
Cumulative Development Impact Fees include all impact fees charged to developers including: public
facilities. parks, affordable housing, local and regional transportation fees, local and regional water and
sewer connection fees, and school impact fees.
4 Dublin and Pleasanton's Industrial land use category includes Warehouse uses whereas Livermore has
a separate category for Warehouse land uses. Livermore's cumulative development impact fee for a
15,680 square foot Warehouse development is $369,647. The average Dublin and Livermore Warehouse
cumulative development impact fee is $476,265.
