Staff recommended approval as the use is appropriate for the site and would accommodate <br /> needed expansion of the CTC's program in Pleasanton. The other aspects of the project <br /> (architecture, site circulation, landscaping, grading, noise, or traffic) appear to be consistent with <br /> the PUD considerations. Staff had expressed their concerns regarding the frontage in <br /> consideration of consistency with the City's vision for a pedestrian-oriented building on Santa Rita <br /> Road. Staff worked with the applicant to determine various strategies to address the frontage <br /> concerns. The applicant expressed concerns with the feasibility of the solutions provided by City <br /> staff. City staff did ask the applicant to return with architectural features which were more in-line <br /> with the City's vision for the site, inclusive of a public art installation. <br /> The applicant confirmed graduates of the CTC training program receive direct entry into the <br /> Carpenters Union. He added this will be their premier flagship facility. <br /> It was noted there is a disagreement between the recommendations of staff and the Planning <br /> Commission with respect to the treatment of the Santa Rita Road frontage; however, the Planning <br /> Commission recommended approval of frontage enhancements along Santa Rita Road. <br /> MOTION: It was m/s by Brown/Narum to introduce and waive first reading of Ordinance No. 2181 <br /> approving the application of Carpenters Training Trust Fund for a Planned Unit Development <br /> (PUD) Development Plan as filed Under Case PUD-125 with the proposed amendments. Motion <br /> passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 18. Review draft Trails Master Plan <br /> Director of Engineering Steve Kirkpatrick presented an update on the draft Trails Master Plan <br /> (TMP), introduced Landscape Architect Matt Gruber and deferred to him for a report. <br /> Landscape Architect Matt Gruber presented the staff report and displayed a PowerPoint <br /> Presentation addressing an Overview, the Consultant Team and Partners, Background, Public <br /> Outreach and the Master Plan Schedule. <br /> Randy Anderson, Landscape Architect and Planner with TrailPeople, continued the presentation <br /> addressing the Trails System Vision, Trails System Detail, Master Plan Contents, Different Trail <br /> Project Types, Criteria and Weighting and Other Factors in Phasing and Timing. <br /> Landscape Architect Gruber presented details of key components of the TMP including overall <br /> questions and comments about the TMP and opportunities and challenges, as well as next steps. <br /> Mayor Thorne noted there has been significant outreach and asked how events were <br /> advertised/promoted. Landscape Architect Gruber reported there is a website with information at <br /> www.pleasantontrails.com. The organization has also reached out in social media and posted <br /> signs for all community events. <br /> In response to Mayor Thorne's question regarding funding sources, City Manager Fialho reported <br /> adoption of the plan sets the stage for the City to obtain funds from the State and Federal <br /> government.
