Councilmember Pentin inquired whether there is SB1 funding available, to which staff responded <br /> affirmatively. If the State Parks Bond passes, there will be additional funds for recreation trails and <br /> the Bay Toll Increase Measure will also result in opportunities for funding. <br /> Councilmember Narum referenced a bridge at Arroyo Mocho and stated it is missing on the map. <br /> Landscape Architect Gruber stated they missed that connection in the map but will correct it prior <br /> to presenting this item again. Councilmember Narum inquired regarding the number of people <br /> participating in hikes and public meetings. Landscape Architect Gruber reported approximately a <br /> dozen people showed for the first public outreach meeting and approximately forty attended the <br /> second meeting. Typically, there were a dozen people participating in the hikes. <br /> In reply to Councilmember Brown's question, Landscape Architect Gruber reported residents <br /> provided photos which will be included in the final draft document. Councilmember Brown <br /> referenced results of a survey in the draft document regarding resident concerns of bike conflicts <br /> and general trail safety and asked how these matters are being addressed. Landscape Architect <br /> Gruber explained the larger concerns deal with mountain bikes versus hikers and reported the <br /> effort to provide additional dedicated mountain bike trails. He added the conflicts generally occur <br /> on the downhill section and addressed their plan to increase education as well as signage. <br /> Councilmember Brown reported receiving a letter from a representative of the Spitorno Family <br /> with concerns about some of the trails. Landscape Architect Gruber reported having a <br /> conversation with a consultant and the City has met with the Spitorno Family to address potential <br /> conflicts. Councilmember Brown inquired regarding dog-control cleanup and Landscape Architect <br /> Gruber stated the best solution would be to increase the number of trash receptacles on the trail. <br /> Councilmember Brown referenced the Preserve and Mueller Ranch Trail Connection and reported <br /> there have been issues in connection with the Preserve due to lack of control for after-hours <br /> access. Landscape Architect Gruber reported he has been in contact with other cities that have <br /> extensive trail systems and noted it is all about maintenance and education. In response to <br /> Councilmember Brown's inquiry regarding ownership of the Arroyo Trails, City Manager Fialho <br /> reported the majority is owned by Zone 7. <br /> Councilmember Olson inquired how this matter could be prioritized and suggested if the City <br /> wants State money, it needs to push projects with regional connectivity. He expressed support <br /> that the sources of money will determine how the City will prioritize. Landscape Architect Gruber <br /> noted staff has come up with a good system and will go after projects which have funding <br /> available. <br /> Councilmember Pentin referenced the poll, inquired regarding efforts to attract people who are <br /> less active, and whether that is one of staff's goals. Landscape Architect Gruber reported that is <br /> one objective and with the TMP, staff is trying to tie all neighborhoods and residents into an easy- <br /> access trail system and is planning on doing things that will increase trail use by people that may <br /> not usually use them. Councilmember Pentin stated that discussing the weighting and <br /> prioritization will be very important going forward, and supported including funding and strategies <br /> to get people out of their houses and become more active. <br /> Mayor Throne noted there were no speakers to address this item. <br /> Councilmember Pentin suggested that as staff works to finish the TMP, he would like to codify <br /> that the City Council will revisit the subject in five years. He added that he has received feedback <br /> that residents do not know about the Castle Ridge Trail. He noted that Callippe is the second <br /> largest trail in the City, however it is relatively unknown and underutilized. He reported that canal <br /> trails allow for connection and he would like to consider the surface and the test bed with the <br /> knowledge that those canals can connect the entire City.
