Landscape Maintenance District 1984-1, Ponderosa-Del Prado <br /> The Ponderosa Homes subdivision (District 1984-1) has been in place for 34 years. <br /> Maintenance in this District includes the care of masonry walls, trees, shrubbery, <br /> groundcover and irrigation systems along Paseo Santa Cruz between Corte Santa Maria <br /> and Corte Pacifica. <br /> The overall assessments for the coming year for District 1984-1 (Ponderosa-Del Prado) <br /> will remain at $5,813.32. This amounts to $16.90 per parcel. The $5,813.32 is insufficient <br /> to fund the maintenance of all common areas along Paseo Santa Cruz, including water <br /> and electrical costs, county administration fees, city administration fees, replacement of <br /> plantings, irrigation systems, masonry walls and other District improvements. The <br /> Engineer's Report projects that $26,775.72 will be required from the reserve fund to <br /> cover projected maintenance costs and the consultant fees for the Proposition 218 <br /> analysis. An increase in the annual assessment will be necessary in the future in order to <br /> maintain the maintenance standards of the District. <br /> With the assessment of one city-owned parcel ($16.62), and the cost of maintenance for <br /> the "general benefit" area along the Arroyo ($9,703.00) that was at one time included in <br /> this District, the City will be responsible for $9,719.62 of maintenance within the District. <br /> Lighting and Landscape Maintenance District 1993-1, Windsor <br /> The Windsor Homes subdivision (District 1993-1) has been in place for 25 years. <br /> Maintenance in this District includes masonry walls, trees, shrubbery, groundcover, and <br /> irrigation systems situated on the northeast side of Tapestry Way and Minton Court, Lot <br /> A in the northwest corner of the subdivision and also Lot C in the southwest corner of the <br /> subdivision. <br /> The assessments for the coming year for District 1993-1 (Windsor) will be the same as <br /> last year, $269.62 per parcel per year. With a total of 90 parcels in the District, this year's <br /> total assessment will be $24,265.80. This amount will be insufficient to fund the <br /> maintenance of all common areas, including water and electrical costs, county <br /> assessment fees, city administration fees, thus increasing the deficit of the reserve fund. <br /> The Engineer's Report projects that $5,375.10 will need to be borrowed to cover <br /> projected maintenance costs and the consultant fees for the Proposition 218 analysis. An <br /> increase in the annual assessment will be necessary in the future in order to continue the <br /> maintenance standards of the District. <br /> As there are no city-owned parcels within the boundaries of this District, the City will not <br /> be assessed. <br /> Due to the continually increasing cost of water and maintenance services and because <br /> of the aging plant material and improvements, the cash reserve for the District has been <br /> depleted. City staff continues to work closely with the maintenance contractor in order to <br /> reduce water use and to increase the efficiency of landscape maintenance operations. <br /> City staff has met with the Windsor at Laguna Oaks Homeowners Association to discuss <br /> increased assessments to meet their maintenance requirements, but have not had <br /> Page 3 of 5 <br />
