With the assessment of one city-owned parcel ($16.62), and the cost of maintenance for <br /> the "general benefit" area along the Arroyo ($9,703.00) that was at one time included in <br /> this District, the City will be responsible for $9,719.62 of maintenance within the District. <br /> Lighting and Landscape Maintenance District 1993-1, Windsor <br /> The Windsor Homes subdivision (District 1993-1) has been in place for 25 years. <br /> Maintenance in this District includes masonry walls, trees, shrubbery, groundcover, and <br /> irrigation systems situated on the northeast side of Tapestry Way and Minton Court, Lot <br /> A in the northwest corner of the subdivision, and also Lot C in the southwest corner of <br /> the subdivision. <br /> The assessments for the coming year for District 1993-1 (Windsor) will be the same as <br /> last year, $269.62 per parcel per year. With a total of 90 parcels in the District, this <br /> year's total assessment will be $24,265.80. This amount will be insufficient to fund the <br /> maintenance of all common areas including water and electrical costs, county <br /> assessment fees, city administration fees, and requires increasing the deficit of the fund <br /> balance. The Engineer's Report projects that $5,375.10 will need to be borrowed from <br /> the City's General Fund to cover projected maintenance costs and a portion of the <br /> consultant fees for the Proposition 218 analysis, thus increasing the deficit of the <br /> reserve fund. An increase in the annual assessment will be necessary in the future in <br /> order to continue the maintenance standards of the District. The $5,375.10 loan from <br /> the General fund will be recovered when the annual assessment is increased. <br /> As there are no city-owned parcels within the boundaries of this District, the City will not <br /> be assessed. <br /> Due to the ever-increasing cost of water and maintenance services and because of the <br /> aging plant material and improvements, the cash reserve for the District has been <br /> depleted. City staff continues to work closely with the maintenance contractor in order to <br /> reduce water use and to increase the efficiency of landscape maintenance operations. <br /> City staff have met with the Windsor at Laguna Oaks Homeowners Association to <br /> discuss increased assessments to meet their maintenance requirements, but have not <br /> had success in gaining support for the increased assessment. After the consultant's <br /> analysis of the districts, staff is expecting to work towards a vote on an increased <br /> assessment prior to, or with the adoption of, the 2018/19 Engineer's Report. Again, the <br /> $5,375.10 loan from the General Fund required this year to maintain the District will be <br /> considered as the increased assessment amount is determined. <br /> Lighting and Landscape Maintenance District 1993-2, Bonde Ranch <br /> The Bonde Ranch subdivision (District 1993-2) has been in place for 25 years. <br /> Maintenance in this District includes entry features, open space areas, firebreaks, trees, <br /> shrubbery, groundcover and irrigation systems. <br /> The assessments for the coming year for District 1993-2 (Bonde Ranch) will be the <br /> same as last year, $257.22 per parcel per year. With a total of 103 parcels in the District <br /> (including the City-owned Bonde Ranch water tank parcel), this year's total assessment <br /> will be $26,489.35. This amount will be insufficient to fund the maintenance of all <br /> common areas including water costs, county assessment fees, city administration fees, <br /> Page 5 of 7 <br />
