However, staff assumes that <br /> future discussion with an orchard operator may result in a request for fencing at <br /> various locations and these can be evaluated at that time. <br /> • Evaluate fire safety vehicle and equipment access to the Orchard and buffer areas. <br /> Staff Response — Staff concurs with this comment and will conduct a project review as <br /> part of its discussion with an Orchard operator and this matter will be addressed during <br /> that time. <br /> • Reevaluate the types of trees and planting plan for the buffer area adjacent to rear <br /> yards on Laguna Creek Lane to address residents' desired view preferences. <br /> Staff Response — Staff concurs with this comment and recommends an amendment to <br /> include a neighborhood meeting as part of the hedgerow design process. <br /> In addition to the above, staff is recommending additional amendments as follows: <br /> . Indicate a trail connection to Township Square just east of 1-680 consistent with the <br /> City's Trails Master Plan. <br /> . Installation of a split rail fence along Laguna Creek Lane and Valley Avenue in Sub- <br /> Area 7 consistent with the split rail fence current installed along Valley Avenue at the <br /> Oak Woodlands. <br /> Project Phasing and Magnitude of Phase I Cost <br /> As indicated in the Master Plan and the April 12, 2018 Parks and Recreation <br /> Commission agenda reports, the Master Plan anticipates that the project will be <br /> developed and constructed in phases as follows: <br /> Anticipated Community Farm Development Phasing <br /> 1. Establish safe access, essential utilities, (water connections, storm water control, <br /> electrical services, including outdoor lighting and accessible routes for <br /> Community Farm users (including driveway access and parking) and <br /> miscellaneous infrastructure (fencing, pathways, drinking water, etc. for the <br /> Garden Patch Program, and the Demonstration Gardens. <br /> 2. Development of the Master Gardener's Demonstration Gardens. <br /> 3. Construction of Garden Patch plots, pathways, storage, etc. <br /> 4. Construction of the Learning Center and picnic areas. <br /> 5. Row Crop development. <br /> 6. Fruit OrchardNineyards with a buffer area. <br /> As noted in the April 12, 2018 Parks and Recreation Commission agenda report <br /> (Attachment 3), the actual timing and scope of the phasing schedule will be determined <br /> by many factors including available funding, competing priorities and agreements with <br /> operating partners. Due to the uncertainty involved in the schedule, as well as the lack <br /> of design features, determining an accurate cost for the first phase is not practical at this <br /> time. Nevertheless, at the request of the Parks and Recreation Commission, MD <br /> Fotheringham did develop an "order of magnitude cost" based on square footage <br /> Page 7 of 8 <br />
