Staff Response — Staff concurs with this comment and the Draft Master Plan contains <br /> language requiring adherence to Green Building guidelines, including conformance with <br /> the City's Green Building Ordinance, the Energy Element of the General Plan, and <br /> encourages the use of photovoltaics and therefore, no additional amendments are <br /> necessary. <br /> Sub-Area 7 General Comments <br /> • Consider all available water sources, including the City's adjacent pond, wells, gray <br /> water, etc., to minimize the need for potable water for the project. <br /> Staff Response —The Master Plan anticipates the use of available water sources as <br /> appropriate and indicates that water conservation is of the highest priority. Staff <br /> recommends an amendment to include the adjacent pond as a potential source of <br /> water. <br /> • Develop the Phase One construction plan to assure maximum development of all <br /> Sub-Area 7 infrastructure, including both parking lots, while also considering overall <br /> funding, efficiency, cost-effectiveness and need. <br /> Staff Response — Staff concurs with the concept of maximizing cost efficiency when <br /> constructing the Community Farm. However, the City has a successful track record of <br /> phasing parks and infrastructure projects and will use its best practices when <br /> determining the appropriate construction scope and schedule. <br /> • Consider gating both parking lots to secure site during off hours. <br /> Staff Response —The Master Plan anticipates that the Community Patch, <br /> Demonstration Gardens and potentially the row crop areas will be fenced and therefore, <br /> its current perspective is that there will not be a need to fence the parking lots. Further, <br /> the City does not currently gate park parking lots parks and assumes that this project <br /> will not create issues more than other facilities. <br /> • Amend the overall Community Farm guidelines to be consistent with the City's <br /> pesticide use policies. <br /> Staff Response —The Master Plan includes an Integrated Pest Management and Bay <br /> Friendly Landscaping requirements which promote minimal use of pesticides and <br /> indicates that only the least toxic pesticides are used only as a last resort. However, <br /> staff recommends amending the Master Plan to reference the use of chemicals on the <br /> City's existing Integrated Pest Management Policy (IPM). Also, note that the Master <br /> Plan Guidelines for the Orchard area stipulate that "pesticides and fertilizers shall not be <br /> used without professional advice and oversight." <br /> Sub-Area 16 <br /> • Evaluate the need and benefit for including fencing along the trail. <br /> Staff Response — The Master Plan is designed to allow park users the opportunity to <br /> experience working farm activities and therefore, fencing should be used only as <br /> necessary to assure security.
