Detail regarding the specific cost areas are <br /> included in the attached April 12, 2018 Parks and Recreation Commission agenda <br /> report (Attachment 3). <br /> Next Steps <br /> If the City Council approves the Draft Master Plan and the recommended amendments <br /> included in this report staff, then MD Fotheringham will have the necessary direction to <br /> prepare the final Master Plan incorporating all amendments and minor corrections to <br /> assure consistency throughout the documents. Staff anticipates this would be <br /> completed within 30 days. <br /> Should the City Council wish to move forward with implementation of initial phases of <br /> the Master Plan, they could direct staff to add this effort to a future City Council Work <br /> Plan. If the project was included in the Work Plan, it would then be considered for <br /> capital funding through a subsequent Capital Improvement Program (CIP) process. <br /> If an implementation project is funded through a future CIP, the City Council would be <br /> asked to approve contracts for more detailed design work, review and approve final <br /> detailed design work, and ultimately approve construction contracts to implement the <br /> various phases of the master plan. <br /> At such time as construction of the initial phases of the Master Plan implementation are <br /> approved, staff anticipates the City will begin negotiations with the Master Gardeners for <br /> a ground lease/use agreement as the first step toward securing their operations at the <br /> site. Upon approval of this partnership, staff would begin the first phase construction <br /> activities and allow the Master Gardeners to ramp up off-site activities involving <br /> fundraising and outreach. <br /> Later phases of Master Plan implementation would involve outreach to identify the <br /> operator or operators for the row crops vegetable farm area and the vineyard or orchard <br /> areas, and the planning for improvements to those portions of the site.
