approach with amenities developed based on the readiness of the operators and assurance of
successful integration into the City's overall park system.
Financial Impact
Due to the vision-oriented nature of the Draft Master Plan, it does not include the design detail
necessary to generate accurate construction costs. However, staff has had interest in gaining
some "order of magnitude" City cost assumptions for providing the infrastructure necessary to
facilitate Sub-Area 7 Phase I operations. In response to this interest, MD Fotheringham
provided the information included in the table below. Note that the numbers should be viewed
as general indicators as the City has not yet commenced any detailed planning based on
specific architectural design, detailed water and irrigation analysis, the inclusion of soils
amenities and other matters.
Oder of Magnitude Preliminary Phase I Sub-Area 7 Cost Indicator
Improvement Area Cost Estimate
East Parking Lot $ 164,025
Landscaping $ 372,575
(Includes most Sub-Area 7 landscaping including gathering areas, Laguna
Creek Lane buffer, East Lot parking area, irrigation, Community Gardens,
Learning Center, areas along the existing trail, etc.)
Learning Center $ 708,950
(Includes restrooms, storage, mechanical only)
Site Utility Connections $ 288,400
(Includes, electrical, water, sewer, data, etc.)
Community Gardens $ 276,650
(Includes all raised beds, walkways, and misc. for the Patch program)
Design and Soft Costs $ 633,710
Total $2,444,310
Note that the improvements listed above will facilitate all of Sub-Area 7 operations, such as the
Demonstration Gardens, row crop operations and the remainder of the Learning Center, which
will minimize the cost impact when these improvements are eventually constructed. Also, it is
important to note that these estimates are based on square footage calculations and industry
cost indicators. Therefore, final design and the construction environment, will impact the actual
project development cost. Notwithstanding the actual cost estimates, the Draft Master Plan
anticipates the City will pursue a shared funding model whereby all parties assume development
and operational costs. The table below details the current funding model.
Page 4
