BACKGROUND <br /> On January 10, 2014, the Police Department (PD) issued a Request for Quotes to <br /> solicit services for Accessory Equipment Installation in Police Vehicles. Pursuit <br /> North was the selected vendor and was awarded a contract by PD with an annual <br /> not-to-exceed amount of$200,000. As of January 1, 2018, Pursuit North changed <br /> its name to Lehr. <br /> The contract was managed by PD; however, the Operations Services Department <br /> (OSD), Fleet Division facilitates and processes payments for work performed <br /> through the Vehicle Repair and Replacement Fund. Due to the challenge of <br /> coordinating work and payments, PD and OSD agreed to transfer management of <br /> the contract to OSD in November 2017. The contract expired on January 31, 2018 <br /> during the transition. <br /> DISCUSSION <br /> The original agreements limit the terms to two years with an additional option to renew <br /> for one additional two-year term; however, the City recently updated the Purchasing <br /> Policy to allow contracted services with a vendor for a maximum of five years. <br /> Additionally, the vendor has held original contract pricing since 2014 and is requesting <br /> CPI increases to the original rates.
