49. Downtown Specific Plan Other <br /> Update <br /> P18-0050 <br /> The Downtown Specific Plan was adopted in 2002, and serves as a guide for the future <br /> development and preservation of the downtown area, addressing issues such as land use, <br /> transportation, parking, historic preservation, design and beautification, and economic <br /> vitality. City Council has identified updating the Downtown Specific Plan as a priority, <br /> has approved a scope of work and professional services contract, and has confirmed a <br /> 10-member Task Force to guide this process. The Task Force has met regularly since <br /> January 2017 to discuss existing conditions, opportunities and constraints, and consider <br /> land use and policy options for various parts of the Specific Plan Area, including the <br /> current Civic Center site. <br /> • Status Under Review <br /> • Next Steps/Details: The Task Force last met on March 27, 2018, and reviewed <br /> land use designation changes, two modified chapters, and <br /> hosted a scoping meeting to solicit feedback on the <br /> content for the Environmental Impact Report that will be <br /> prepared for the plan. Old Vineyard Avenue Transportation/Traffic Project <br /> Pedestrian Trail <br /> CIP No. 13544 <br /> The 1999 Vineyard Avenue Corridor Specific Plan identified the conversion of Old <br /> Vineyard Avenue to a trail once the roadway was re-aligned. The roadway re-alignment <br /> occurred in 2004 and on May 16, 2017 City Council approved the first phase of the trail, <br /> from Vineyard Terrace to Mingoia Street. This phase includes re-paving approximately <br /> one mile of the existing road. The north side of the road will be asphalt and the south side <br /> will be converted to a softer surface to serve as a multi-purpose trail for runners and <br /> horses. Council also directed staff to review options for the remaining phases of the trail, <br /> Vineyard Terrace to the back entrance of Shadow Cliffs on the west and Mingoia Street <br /> to Vineyard Avenue on the east, to address concerns voiced by the neighbors regarding <br /> vehicular access to their homes. <br /> • Status Under Review <br /> • Next Steps/Details: Phase 1 is currently under construction and set for <br /> completion by March 2018, Staff will review options for <br />
