Staff and the Housing Commission are recommending the financial <br /> support of the $12,000 requested by Tri-Valley REACH with LIHF funds. The <br /> preservation of affordable housing is an appropriate and eligible use of LIHF funds. <br /> In addition to the five (5) projects described above, one (1) project is being recommended <br /> for funding in FY 2018/19 even though it did not submit an application: <br /> Habitat for Humanity <br /> Habitat for Humanity (Habitat), which administers the City's Housing Rehabilitation <br /> Program (HRP), was instructed not to submit a request for additional funding for FY <br /> 2018/19 as it still has sufficient unused funds remaining from its original contract <br /> beginning in October 2016 and extending through June 30, 2018. Staff and the <br /> Housing Commission are recommending to allocate federal HOME funds for FY <br /> 2018/19 (estimated at $83,034) to Habitat to supplement its existing funds of <br /> $148,660.60 for a total allocation of$231,694.60 for FY 2018/19. <br /> The Housing Commission comments on the housing services applications are included in <br /> the draft minutes from that meeting (Attachment 3). Staff and the Housing Commission's <br /> recommendations are listed below. <br /> Table 5 <br /> HOME AND LIHF Funding Recommendations <br /> Agency Project Description Funding Source of <br /> Recomm. This project would be a proper use of the LIHF fund as it <br /> supports Goal 17 and Policy 43 in the General Plan Housing Element. <br /> Abode Services— Third year of funding for the Tri-Valley Rapid Rehousing Program(TVRRP) $0* HOME <br /> Tri-Valley Rapid which provides temporary housing assistance and housing counseling $0* LIHF <br /> Re-Housing Program support for households experiencing homelessness and to prevent <br /> households from becoming homeless. This process also supports Housing <br /> Element goals and policies related to homelessness. <br /> ECHO Housing Provision of federally-mandated housing counseling services to $40,000 LIHF <br /> Pleasanton residents, including fair housing education and investigation, <br /> tenant-landlord counseling and mediation,rental assistance,home-seeking <br /> and shared housing. <br /> CRIL Provision of independent living and housing services to very low-and low- $15,000 LIHF <br /> income Pleasanton residents with disabilities <br /> Tri-Valley REACH Project would complete maintenance repairs to 9 single-family home $12,000 LIHF <br /> properties providing affordable housing to 27 extremely low-income adults <br /> with developmental disabilities. <br /> Habitat for Humanity Provision of Housing Rehabilitation Program funds to income-eligible $83,034** HOME <br /> Pleasanton homeowners to make health and safety repairs to their homes. <br /> City of Pleasanton Administer the federal HOME program within the 5%administration cap $5,213 HOME <br /> HOME Program requirement. <br /> Administration <br /> TOTAL HOME/LIHF: $155,247 <br /> Page 9 of 11 <br />
