support for the HOPE Outreach program using $79,611.43 of unused carry-over <br /> LIHF funds from FY 2016/17 ($29,611.43) and FY2017/18 ($50,000) rather than <br /> additional new funding for FY 2018/19. <br /> Abode Services/ Tri-Valley Rapid Re-housing Program <br /> Abode Services has applied for a total of $150,000 in HHSG funding for the Tri- <br /> Valley Housing Rapid Re-housing Program (TVRRP) which would provide housing <br /> support services and temporary subsidies to households who are homeless or at risk <br /> of homelessness in Pleasanton. Of the total amount, $95,305 would be for rent <br /> subsidies which are traditionally funded using federal HOME funds. Abode has <br /> applied for an additional amount of $12,000 from LIHF as a contingency to be used <br /> as needed to bridge the gap between high cost rents in Pleasanton and the <br /> maximum Fair Market Rents which can be paid according to the HOME Program. <br /> The remaining amount ($42,695) would be for housing support services for clients <br /> and would be funded through the City's LIHF. As the Council may recall, Abode <br /> Services phased out the Tri-Valley Housing Scholarship Program (TVHSP) after the <br /> 205-2016 fiscal year and has since applied to both Pleasanton and the City of <br /> Livermore for funding for the TVRRP. Historically, both cities have shared costs <br /> sufficient to support the TVHSP and now the new program which mirrors service <br /> models that have been successfully implemented in the Tri-Valley and throughout <br /> Alameda County. Staff and the Housing Commission are recommending continued <br /> financial support for the TVRRP using $151,433.70 of unused carry-over funds from <br /> FY 2016/17 ($31,433.70) and FY2017/18 ($120,000) rather than additional new <br /> funding for FY 2018/19. <br /> Eden Council for Hope and Opportunity (ECHO) Housing/Housing Counseling Services <br /> ECHO Housing has applied for $40,000 in City LIHF funds to continue to provide <br /> federally required housing counseling and fair housing services to Pleasanton residents. <br /> The agency, which provides important support and counseling services for persons <br /> seeking housing options or persons at risk of losing housing, has received similar levels <br /> of support in the past. Staff and the Housing Commission are recommending continued <br /> financial support for ECHO Housing's services at the requested $40,000 funding level. <br /> Community Resources for Independent Living (CRIL) <br /> CRIL has applied for $15,000 in City LIHF funds to continue to provide independent <br /> living and housing services to low and very low income Pleasanton residents with <br /> disabilities. Staff and the Housing Commission are recommending continued financial <br /> support for CRIL's services. <br /> Tri-Valley REACH <br /> Tri-Valley REACH has applied for $12,000 in order to complete maintenance repairs <br /> to nine (9) single-family home properties providing affordable housing to twenty- <br /> seven (27) extremely low-income adults with developmental disabilities. <br /> At its March 7, 2018 meeting, the Human Services Commission supported the staff <br /> recommendation of not awarding any Housing & Human Services Grant program <br /> Page 8 of 11 <br />
