City staff's initial funding recommendation to the Commissions did not include one (1) <br /> public service application and two (2) capital improvement applications for funding as <br /> listed in the table below: <br /> Chabot-LP One Stop Pleasanton VITA Services 18/19 $11,614 <br /> Regional Parks Foundation Shadow Cliffs Interpretive Center $30,000 <br /> Tri-Valley REACH Housing Preventative Maintenance & Repair $12,000 <br /> TOTAL $53,614 <br /> Staff recommendations have traditionally attempted to provide at least some level of <br /> funding for most projects in view of the fact that all agencies are providing useful <br /> services to the community. While the Human Services Commission concurred with the <br /> recommendation of not funding the Regional Parks Foundation project, it did recommend <br /> funding the Chabot-Las Positas/One Stop Pleasanton VITA Services 18/19, as reflected <br /> in Table 4 on page 4 of this report. The Housing Commission also approved funding for <br /> the Tri-Valley REACH project with LIHF funds, which is further discussed below. <br /> In its discussions at the March 7th meeting (as described in Attachment 2, the minutes <br /> from the meeting), the Human Services Commission wanted to forward a recommendation <br /> to the City Council to consider increasing its annual allocation of funds from the General <br /> Fund to enable a general higher level of funding for human services in future years (e.g., <br /> for FY 2019/20). The Commission also urged the Council to consider developing an <br /> alternate means of future funding for human services for the Pleasanton community, such <br /> as a model that could include multiple multi-year service contracts. <br /> Applications Recommended for HOME AND LIHF Funding <br /> In past years, the City has utilized its LIHF funds to supplement limited CDBG program <br /> funding for important housing-related services. Federal HOME Funds received through <br /> the Alameda County HOME Consortium have also historically been appropriated <br /> through the HHSG Process. Housing services applications were reviewed by the <br /> Housing Commission at its March 15th meeting. The draft minutes from the meeting are <br /> included as Attachment 3. <br /> The recommendations summarized below would result in the allocation of$67,000 in <br /> LIHF funds and $88,247 in HOME funds for FY 2018. The funding amounts for these <br /> two sources are fairly constant as compared to historical levels. <br /> Abode Services/HOPE Outreach <br /> Abode Services has applied for a third year of funding ($50,000) for its operation of <br /> the HOPE Outreach program in Pleasanton. This program addresses homelessness <br /> in the Tri-Valley by assisting low-income, un-housed people, including those with <br /> special needs, to secure stable, supportive housing. Abode Services operates the <br /> same program in Livermore as well as in other jurisdictions in Alameda County. Staff <br /> and the Housing Commission are supportive of recommending continued financial <br /> Page 7of11 <br />
