Chairperson Hayes closed the meeting for presentations at 7:39 p.m. <br /> The Commission took a short break and the meeting resumed at 7:45 p.m. <br /> Chairperson Hayes thanked everyone for attending and the work that they do. The <br /> Commission understands the needs are growing and their job now is to make <br /> recommendations to City Council. She provided information about the process for making <br /> grant recommendations and discussed the approach for reviewing grant applications. <br /> Commissioner Clare suggested the Commission consider reviewing the items one by one. <br /> Commissioner Wright commented on the huge gap between funding requests and the amount <br /> of funding available and thought current needs should be considered before considering new <br /> projects and would like to serve needs first. <br /> Mr. Hernandez provided information about funds that can be applied for public services and <br /> the funds available from CDBG for Capital projects. <br /> Commissioner Clare stated she was unsure about providing funds this year for the Tri-Valley <br /> Haven Capital project because they had not used funds allocated from the previous year and <br /> questioned whether these funds could be used for another project. Ms. King advised that the <br /> solar panel project will move forward if it is determined the project can be done without <br /> repairing the roof. <br /> Commissioner Sedlak asked how long funds could be set aside without a project being <br /> completed. Mr. Hernandez provided details about the process and a 5-year rule and the <br /> likelihood that HUD would be contacting him if funds are not being used at 3-years. <br /> Commissioner Clare thought some funding could be taken from the Tri-Valley Haven project to <br /> fund the Tri-Valley REACH project. Ms. Hernandez advised that REACH had originally applied <br /> for funds in a different manner, and staff was not recommending funding the $12,000 because <br /> it would need to meet prevailing wage requirements which would bring the cost to over <br /> $24,000. <br /> Commissioner Roby suggested REACH receive coaching on how to submit grants in the future <br /> and questioned whether help could be provided if it was not considered a Capital project. Mr. <br /> Hernandez noted that based on the proposal of REACH the request could only be considered <br /> as a Capital project, <br /> In considering the Open-Heart Kitchen projects Commissioner Clare reminded everyone that <br /> the Commission had asked for Open Heart Kitchen to speak to them on several issues, <br /> especially the dropping of side salads. <br /> Human Services Commission <br /> March 7, 2018 <br /> Page 5 <br />
