Although First Street is a high volume street, work will be performed during the day, but <br /> will be split into phases down the centerline of the street. During Phase 1, either the <br /> east half or west half of First Street will be closed to traffic. Two-way traffic will be <br /> shifted to the other side of the street and on-street parking will be prohibited. During <br /> Phase 2, two-way traffic will be shifted to the side of the street reconstructed during <br /> Phase 1. Again on-street parking will be prohibited while the work is performed. <br /> Construction of one-half of First Street at a time is necessary because this roadway <br /> requires profile milling to reduce the high crown and lessen the cross slope. When the <br /> first half of the street is milled, a significant elevation differential along the centerline will <br /> be created. Cross traffic will not be allowed, which will require some detouring of side <br /> streets during construction. Traffic impacts during construction on First Street are <br /> expected and unavoidable, however if the crown of the street is not milled before the <br /> overlay, motorists that park along the curb would not be able to open their car door curb <br /> side without contacting the curb. <br /> Cubby's Dog Park Parking Lot Expansion <br /> Both Cubby's Dog Park and the Marilyn Murphy Kane Trail have become popular <br /> destinations, and the current 25-stall parking lot is routinely full. This project will expand <br /> the parking lot to 40 parking stalls with the use of the HCD grant. <br /> Budget <br /> The estimated total expenditure for this project is $4,236,095, including a construction <br /> contingency of approximately 10 percent of the construction contract ($370,230) and <br /> construction services ($152,744). See Attachment 1 for a funding and expenditures <br /> summary. <br /> Staff recommends the transfer of a total of$714,170 from various funding sources as <br /> outlined in the recommendations to complete the funding for this project. <br /> Bids <br /> Sealed bids for this project were opened on April 2, 2018. There were five bids <br /> received, ranging between the low bid amount of$3,707,570.55 to $4,147,575. The low <br /> bid amount is approximately 1.74 percent higher than the engineer's estimate of <br /> $3,644,000 (see Attachment 2). Past work performed by MCK Services, Inc. was <br /> verified to be satisfactory. Staff recommends award of the construction contract to the <br /> lowest responsible bidder, MCK Services, Inc. for $3,707,570.55. <br /> Consultant Services <br /> • Inspection & Construction Management: Staff is recommending the use of <br /> consultant support services to support City staff during construction to provide <br /> daily inspections and construction management. A full-time inspector/resident <br /> engineer will be on-site, working with contractors to augment the current <br /> inspection staff. This project requires night time work; our current staffing level <br /> does not support the concurrent daytime ongoing projects and a night shift that is <br /> required for this project. Carlson Management (CM), one of the City's current on- <br /> call Construction Management firms was selected to perform this work. CM has <br /> worked on similar roadway reconstruction projects within the city and has an <br /> understanding of the City's standards and expectations. Staff is recommending <br /> that Carlson Management be retained for the not-to-exceed amount of$90,744. <br /> The subject project requires 75 working days to complete.
