is based on providing a full-time inspector/resident engineer for 60 working days
as-needed during heavy construction activities. CM was selected for the on-call
work through a Request for Qualifications process.
• Survey Services: Existing survey monuments, by law, must be protected during
construction. However, this project has the potential to disturb or damage a large
number of monuments during construction. To ensure monuments are not
disturbed or can be replaced if damaged, they must be "tied-out" by a licensed
land surveyor prior to construction. In short, "tied-out" means locating the
horizontal and vertical location of each monument in relation to four points that
are set outside the area of disturbance. This allows the surveyor to verify the
location of each monument and adjust/replace it if necessary after construction.
Alexander &Associates, Inc. was selected to perform the required work.
Alexander &Associates has provided survey services during the design phase
and is familiar with the downtown area. Staff is recommending that Alexander &
Associates be retained for a not-to-exceed amount of$42,000. The authorized
amount is based on providing services for setting the tie points, verifying the
locations, setting new monuments if necessary, and filing the required corner
record with the County Surveyor for each new monument set. Although we are
estimating a not-to-exceed amount of$42,000, payment will be based upon
actual work. Assuming few monuments are damaged and require filing of corner
records, payment will likely be less. Alexander and Associates were selected
through a Request for Qualifications process.
• Geotechnical & Material Testing Services: Consultant testing services for
$20,000 will be provided under the existing on-call materials testing contracts.
The testing services will be in conformance with the City's Quality Assurance
Program for paving. On-call material testing firms were also selected through a
Request for Qualifications process.
Schedule
The proposed schedule for the project is as follows:
Approval of Plans and Specifications and Award of Contract: 04/17/2018
Start of Construction: 05/14/2018
End of Construction: 08/31/2018
Submitted by: Fiscal Review: Approved y:
//7/-
Stephen Ki trick Tina Olson Nelson Fialho
Director of Engineering Director of Finance City Manager
Attachments:
1.
