Pavement Milling and Filling (Mill/Fill): This construction method involves the removal of <br /> the existing asphalt concrete layer and base material by cold-plane milling, then <br /> applying 2'/2 to 3 inches of HMA in two lifts (layers). This method of repair is used on <br /> streets where the existing pavement surface is so distressed that it must be completely <br /> removed down into the aggregate base prior to street reconstruction. The paving <br /> operation generally takes place the same day of the milling operation. <br /> Cold-in-Place Recycling and Overlay (CIR/OL): The CIR process includes pulverizing <br /> (milling) the top 3 to 4 inches of the existing pavement, mixing the pavement with <br /> asphalt binder/cement agents, grading and compacting by paving machine, and <br /> applying a fog seal. After completion of the CIR process, 1% to 1% inches of HMA will <br /> be applied on top of the newly recycled pavement surface. This treatment is normally <br /> utilized on streets that are in poor condition and require total reconstruction, including a <br /> complete removal and replacement of the asphalt concrete layer along with stabilization <br /> of the existing base material. Total reconstruction is a very costly and lengthy process, <br /> which creates a major impact to traffic and residents.
